- scripts/prompt-report.sh (pnpm prompt:report): one row per agent, prompt/tool/fixed-prefix bytes, ~tokens (bytes/4) and worst tool, sorted by fixed prefix, plus a fleet total. Hermetic by default; --workspace measures a signed-in workspace, the only way to see integrations_agent. - package.json: prompt:report and prompt:eval (scripts/prompt-eval.sh lands separately). - ci-lite.yml: rust-quality now runs check-prompt-budget.sh; no lane did, so the limits rotted unnoticed. The limits file and the script arm rust-core.
Each agent's fixed prefix is paid only on the turns that agent runs, so a fleet-wide sum is not something any turn pays. Labelling the row as a sum keeps it from being quoted as a per-turn figure.
--hermetic isolates config and workspace but skill discovery still scans ~/.openhuman/skills, so a locally installed skill added 515 B to the orchestrator row. Same override check-prompt-budget.sh now uses.
The agent-definition loader prefers $OPENHUMAN_HOME over ~/.openhuman, so an empty HOME alone does not isolate it. Mirrors check-prompt-budget.sh.

… from Rust A binary reused because it exists may be stale or built with a different feature set (default features drop presentation_agent). cargo build is a no-op when current, so run it every time. The ~tok divisor is read from EST_BYTES_PER_TOKEN in prompt_size.rs so the report cannot drift from it.

Remove the stale `prompt:eval` npm script that was left over from a previous refactor. In the budget check script, always build the openhuman-core binary instead of skipping the build when the binary already exists, and create the workspace directory that the binary expects. Apply the same workspace directory creation to the prompt report script for consistency. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>

Extract the common logic for building and running the prompt-size binary into a dedicated `scripts/prompt-size-measure.sh` script, removing the duplicated setup from both `check-prompt-budget.sh` and `prompt-report.sh`. This eliminates the risk of the two scripts drifting apart in how they build the binary, set up the workspace, or configure the environment, and makes the measurement step reusable for future tooling. The README entry for the removed `prompt:eval` script is also cleaned up as part of this consolidation. Auto-committed-on: dragonfly Co-authored-by: Medulla <medulla@tinyhumans.ai>

Summary
pnpm prompt:report(scripts/prompt-report.sh, no new Rust). It wrapsopenhuman-core agent prompt-size --hermetic --jsonand prints one row per agent: prompt bytes, tool-schema bytes, fixed prefix,~tok(bytes / 4) and the largest tool. Rows are sorted by fixed prefix and followed by their sum, labelled as a size rather than a per-turn cost. It always runscargo buildwith the product feature set first (a no-op when current), and reads the~tokdivisor fromEST_BYTES_PER_TOKENin Rust.--workspace <dir>measures a signed-in workspace instead.integrations_agentrenders once per connected toolkit, so a hermetic workspace has nothing to render for it. The report prints 33 measured rows plus an explicit line saying so, rather than inventing a fixture./4divisor, no tokenizer. A token count is only true for one model, and addingtiktoken-rswould tripcheck-kernel-floor.shanddep-sim.pyjust to improve a reading aid.package.json:prompt:reportexposes the hermetic report as a supported developer command. Model-backed evaluation remains a follow-up concern and is not advertised until its script and credentials contract land together.scripts/check-prompt-budget.sh, which is why the limits drifted. This adds one step to the existingrust-qualityjob, which is already inpr-ci-gate'sneeds, so there is no new required check and no ruleset change.scripts/prompt-budget.limitsandcheck-prompt-budget.shnow also arm therust-corepath filter. The CI invocation intentionally passes--verbose, whichcheck-prompt-budget.shsupports and uses for per-entry diagnostics. The new step caught a real bug on its first run, before this PR merged. On
b5ccd93a7it failed withorchestratorat 30,294 B against a limit of 30,809. The limit had been written on a machine with a user skill installed:--hermeticstill read~/.openhuman/skillsand$OPENHUMAN_HOME, and that leaked a 515 B## Installed Skillssection into the measurement. #6329 fixed the leak and re-baselined. No local run could have caught this; only a clean runner could. The report can't measure the wrong binary. Before,
prompt-report.shreused whatever binary was intarget/debug. That could be yesterday's build, or a default-features one that silently dropspresentation_agent. Its numbers would then describe a tree nobody asked about, which is the same kind of failure asprompt-sizecounting the whole registry while everyone read it as the agent's tool set. The script now runscargo buildwith the product feature set every time (a no-op when the binary is current), and reads its~tokdivisor fromEST_BYTES_PER_TOKEN, so it has one source of truth.Fails the build: the budget ratchet. Report-only:

The script now builds the binary itself on every run, so this measured the current tree.First CI run of the new step (on
