fix(voice): enforce privacy policy before speech uploads - #8061

Conversation
Tiny Sweeper reviewThis revision adds CI container home-ownership repair to the hosted lanes workflow and a lane-guard test asserting its placement and command shape, on top of the existing speech privacy enforcement work. All five lanes report no findings; the security and tests lanes confirm the new step widens no permissions and interpolates no untrusted context. State: Incomplete Review snapshot
Completeness: Incomplete What changedAdds a conditional `chown "$(id -u):$(id -g)" "$HOME"` step to the hosted CI lanes job before submodule checkout, plus a lane-guard test asserting the step precedes the submodule checkout, keeps the container condition, and avoids recursive chown or environment mutation. This joins the previously reviewed speech egress enforcement, standalone policy installation, and docs/capability copy updates. Features

The three review findings are addressed in cb8773cb9d, with regression tests covering saved standalone privacy settings and redirected external speech requests.
The surrounding voice suite passed 246 tests with one ignored, and all 31 shared egress tests also passed after this correction. All 44 catalogue tests passed, including the updated speech-recognition description checked through the actual catalogue lookup. Rust formatting and layout checks passed alongside crate-boundary checks; the public page’s frontmatter and local links also passed validation. Changed-line coverage is being measured and its checklist item remains unchecked until the result is available. The previous Rust-lint runs on all three PRs failed in the same offline |

The stronger regression now exercises the actual standalone server entry point, stopping at a disabled recording-component boundary before any native hardware can load. 699c3918ef adds that check, and the complete voice suite passed 246 tests with one existing test ignored. All 31 shared egress tests and all 44 catalogue tests also passed under instrumentation. Measured changed-line coverage is 374/388 lines (96.39%), with all measured changed production lines covered; the uncovered lines are test failure-reporting paths. The generated-documentation check passed, and the PR’s coverage declaration now records the measured result. The three original review findings have replies and are resolved; full upstream CI and maintainer acceptance remain separate requirements. |

We have corrected the hosted-container setup after the storage logs showed native modules rejecting the ownership of the mounted home directory. GitHub mounts a runner-owned home directory into the root container. The module loader checks ancestor ownership and refuses that directory. The workflow now changes ownership of the home mount itself to the container user before module-dependent checks run; it does not recursively change files or weaken the production loader checks. The shared lane suite passed all 31 tests, including the new ordering and container-scope regression. The workflow also passed YAML parsing and whitespace checks. The correction is pushed across #8060, #8061, and #8062 so fresh CI can test it. Linux storage execution and the separate approvals-example timeout still need confirmation from those runs. |

Summary
Problem
Local-only mode currently allows microphone audio and synthesis text to leave the device through speech requests. These requests bypass both egress enforcement and transfer disclosure. On upstream main
3f958ed209, loopback mock tests reproduced one upload and no disclosure on each of seven hosted and external routes.Solution
A host-owned voice helper builds an inference egress descriptor and calls
enforce_egressbeforeemit_external_transferand request dispatch. Audio uses the existingFileContentcategory; synthesis text usesPrompt. The service identifies the destination origin only. Using the inference reason avoids treating the hosted audio endpoints as exempt backend control-plane traffic. The hosted STT and reply-speech entry points and both external provider adapters call this helper. The generic transport libraries are unchanged. Event-observation tests use isolated child processes because the global bus belongs to its first Tokio runtime.
Submission Checklist
Closes #6260below.Impact
Proposed product behavior for maintainer review: local-only mode refuses cloud dictation when no local STT fallback exists. It also refuses hosted/external TTS because synthesis sends reply text off-device. Local Piper synthesis is unchanged. This implements the blocking option described in #6260; the issue's UX decision remains for review rather than being treated as previously approved.
Standard and sensitive modes preserve existing request and response behavior while emitting a disclosure. These voice entry points have no chat-routing argument, so disclosure events are unrouted. Realtime voice sessions use a separate transport and are outside this PR.
No new descriptor enum values, provider dependencies or authentication changes.

Closes #6260
Feature ID: 5.1.2 — Speech-to-Text Processing (including the related hosted/external TTS privacy tests).
Local reproduction and proposed behavior: #6260 (comment)
Earlier review follow-up (historical validation)
Standalone voice now installs the saved live security policy before recording begins, so local-only mode also applies to asynchronous transcription worker tasks. External STT/TTS clients refuse redirects because the transfer disclosure identifies only the configured origin.
The public Privacy Mode page and capability catalogue now explain blocked uploads, including the absence of a local speech-to-text fallback. Realtime voice remains a separate transport outside this request-level change, and local Piper synthesis remains available.
