Two tests already on main race the runner's clock, and both failed open PRs that never touched their code.

test_strict_soft_reaper_does_not_retry_sharing_error asserted that the reaper unlinked an abandoned private record once and that the scan took under 0.1 s. The free-threaded Windows 3.15 jobs on #803 and #797 missed the time bound while the count stayed at one. The count alone proves the reaper does not retry a sharing violation, so the time bound is gone.

test_lease_tolerates_a_transient_refresh_error fails two refreshes and asserts no compromise follows. With the shared 0.9 s lease, the compromise window is 0.8 s, and the Windows 3.11 job on #795 spent all of it on two 0.1 s heartbeat ticks, so the lease reported refresh-failed. The test now holds a 30 s lease; the deadline itself keeps its own test. Removing the retry tolerance from SoftFileLease still fails it.

The strict reaper test asserted a 0.1 s wall-clock bound next to an
unlink count of one; the count alone proves the reaper does not retry a
sharing violation, and a loaded free-threaded Windows runner missed the
bound on #803 and #797.

The lease transient-error test let two refresh failures run against a
0.8 s compromise window; a slow Windows runner spent that window on two
ticks and reported refresh-failed on #795. A 30 s lease keeps the test
on the retry behaviour; the deadline keeps its own test.
