feat(mail): the three agent runtimes adopt the promote() LIFECYCLE (Refs #380) - #386
Conversation
…efs #380) The gemini, codex and claude-code runtimes each carried a private checkNewMail() that renamed new/ to cur/ with NO verification and then handed the body to a spawned model with tool access. That is the invariant violation tracked in #380: cur/ is a destination, and the only transition into it is promote(). All three now run the shared promote lifecycle (utils/runtime-mail.ts). The naive migration ("delete checkNewMail; call promote()") would have created new defects, so the caller half is implemented too: - ack only AFTER the completion boundary: reply persisted and, for codex, the auto-commit that reads the newest cur/ body has finished. Without an ack the lease sweep re-presents the record and re-dispatches the task forever. - retryable dlq entries are re-driven and cur/ records recovered, so an outage self-heals instead of parking mail. - outbound replies and notifications are SIGNED envelopes through the shared outbound builder (also used by tps mail send), honoring the runtime key path; a promote()-reading recipient dead-letters an unsigned body terminal. - verification resolves through runtime-scoped Flair configuration, not process-global env; mandatory verification is unchanged. - one Flair boot preflight, loud on failure. - promotion, replies and ack all resolve the same getInbox() mailbox. Cross-office mail reaching these runtimes on a spoke now dead-letters as unresolvable-principal instead of being delivered unverified: the decided behaviour from #385, not a regression. Refs #380.

Verdict: BLOCK (request changes). The core invariant is genuinely restored for the three named runtimes, and the recovery/re-drive paths are fail-closed and terminal as claimed. But F1 is a real remaining new/→model path that skips verification — the exact shape of the bug cli#380 exists to kill, in a package this PR did not touch. That is a block, not a nit.
F1 — BLOCK. AgentRuntime (packages/agent) still promotes new/ without mandatory verification, including a fail-open catch.
packages/agent/src/io/mail.ts:48 checkNewMail():
- Verification only runs
if (this.flairClient)(line 61).AgentRuntimeconstructs it atpackages/agent/src/runtime/agent.ts:40—new MailClient(config.mailDir, events, config.agentId, flairClient)— andflairClientis non-null only when Flair is configured. With none, line 81renameSync(srcPath, dstPath)is an unverifiednew/→cur/promotion: the pre-change runtime shape verbatim. - Even WITH a client, the verifier fails open:
A Flair outage or any throw promotes the mail unverified.
} catch (err: any) { // verifyEnvelope threw (e.g. Flair network error). // Don't drop the message — pass it through and log. console.warn(`[MailClient] verifyEnvelope error for ${filename}: ${err?.message ?? err}`); } return { pass: true }; // packages/agent/src/io/mail.ts
- It is wired to a tool-holding model:
runtime/agent.ts:61const checkInbox = async () => this.mail.checkNewMail();feeds theEventLoop(agent.ts:57). Entry points:packages/cli/src/commands/agent.ts:801new AgentRuntime(config), andpackages/agent/src/bin.ts:85. - It also writes the wrong sidecar convention the PR's own comment calls out —
mail.ts:65writes${file}.reject, whereas thetpsre-drive reads.reason— and dumps todlq/where the shared re-drive never sees it.
The three runtimes are fixed; the fourth consumer of a maildir→model path is not. Either route AgentRuntime through runtime-mail.ts/promote() or delete/guard the bypass. The PR's MAY claim ("closes unauthenticated body injection into spawned runtimes") is not true while this stands.
F2 — Low. checkMessages retryable-dlq re-drive reads the sidecar out-of-lock; worst case is duplicate delivery, never an unverified body. mail.ts:1142-1146. The RETRYABLE_REJECT_CLASSES.has(side.cls) test runs outside the per-mailbox lock promote() acquires, so two concurrent checkers can both call promote() on the same record. Both pass verification, and the replay gate can't dedupe them (a verify-unavailable record only reaches the consumed ledger on success). The second promote() then finds the source gone in its under-lock revalidation → busy/invalid → rejectToDlq writes a stale .reason for a file no longer in dlq. Net: at most a duplicate dispatch and a stale sidecar; the body still came through verification. The invariant holds.
Q1 — remaining new/→model path? Besides F1: no. The three runtimes have zero raw renames (imports trimmed; getMailPaths/checkNewMail deleted in all three). pollRuntimeMail→checkMessages only yields records that came through promote() (new/), a retryable re-driven promote() (dlq/), or recoverPromoted() (cur/) — all re-verify. Other raw renameSync→cur/ sites are not runtimes: scripts/deploy-bot.ts:58 (pollNewMail, unverified — same shape if it ever feeds a model) and packages/cli/src/bridge/core.ts:163/167 (drain of the bridge's own maildir).
Q2 — signed outbound, total? Within the three runtimes, yes. Every outbound goes through sendRuntimeMail→signOutboundBody(..., { requireKey: true }): gemini 166/176; claude-code 321/347/352; codex notify() (625-627) covering 687/692/726/790/795/844/854, plus the reviewer-notify at 430 (was the unsigned sendMessage() path). requireKey:true throws rather than shipping a dead letter. The enumeration is not total product-wide, though: runtime-mail.ts:79 is the only runtime caller of sendMessage; relay.ts:511/628, mail-topics.ts:240/272, commands/branch.ts:353, commands/pulse.ts:187, commands/mail.ts:251 are still raw sendMessage, and packages/agent/src/io/mail.ts sendMail/deliverOutbox ship unsigned bodies. Any of those into a runtime dead-letters. State the boundary.
Q3 — preflight window fail-closed / visible? Fail-closed, visible-with-a-caveat. After ping() (unauth GET /Health, flair-client.ts:595-600), any rejected verification throws out of decideEnvelopeForMailbox→promote and lands as verify-unavailable (retryable), not presented (mail.ts:820-827). So the runtime never acts on unverified input. But the credential failure is not loud in the moment: a 401 on /Agent/:id is swallowed to null by getAgent, mail-verify.ts:70-80 then probes the (reachable, unauth) /Health → returns null → verifyEnvelope reports agent <x> not found in Flair → UNRESOLVABLE_PRINCIPAL_REASON_RE matches → class unresolvable-principal, TERMINAL (mail.ts:322-326), silently dead-lettered. The runtime idles quietly with a growing dlq — same outward shape as cli#385's cross-office dead-letter. The boot preflight is loud (runtime-mail.ts:113-117); the per-message credential rejection is not.
Q4 — dead-letter terminal, sidecar leak? Confirmed terminal and non-re-drivable. unresolvable-principal ∉ RETRYABLE_REJECT_CLASSES (mail.ts:354-358), so the dlq loop (mail.ts:1143-1145) skips it forever; nothing else re-presents a dlq record, and for the three runtimes dlq/ is never handed to a model. Sidecar (writeReasonSidecar) echoes only class + the unresolvable agent name + a timestamp — no body, no PII. Fine.
Q5 — DoS cost vs before? Cheaper before, more expensive now. Old checkNewMail was a bare readdirSync+renameSync, no network per record. checkMessages now runs a promote() per fresh file, and each promote()→decideEnvelopeForMailbox→createMailVerifyClient→verifyEnvelope does one Flair getAgent HTTP call per distinct chain agent (including envelope.from) (signEnvelope.ts step 6). So N junk records cost N (or N×chain) authenticated Flair round-trips before dead-lettering, serialized under a lock. Junk in new/ now has a network-amplification dimension the old path didn't. That is the price of verifying, not carelessness — flag, don't block.
Q6 — forensics after ack? Degraded, and the comment is misleading. ackMessage (mail.ts:1196-1211) unlinkSync(path) and says "audit trail is in log/". There is no log/; the trail is archive.db (archive.ts:29, ~/.tps/mail/archive.db), and it is insufficient to reconstruct the message:
- only two events exist —
sent(mail.ts:305) andread(mail.ts:948, fired at PROMOTE, not at dispatch). No ack event. logEvent(archive.ts:64-77) swallows all errors ("Best-effort audit logging.") — a locked/corrupt sqlite loses the record silently.- it stores id/from/to/timestamp/body but nothing binding the record to its verification verdict or
envelopeId, and the body is best-effort.
After an ack you can reconstruct that flint→kern happened and read the body (if the insert succeeded), but not prove it was verified, and you cannot rely on it existing. Fix the comment, and if forensics matter, log an event before the unlink.
Confirmed sound (no need to re-spend): completeRuntimeMail sits in a finally after the try/catch — gemini 186, claude-code 371, codex 870 — acking after reply-persist and, for codex, after auto-commit. Recovery (recoverPromoted, mail.ts:1057) requires envelopeId + the stored signed envelope + recordMatchesEnvelope binding + full re-verify; a torn cur/ record is quarantined unverified, never presented. Mailbox-root consistency (single getInbox() resolution) matches the drill.
Net: the mechanism is careful and correct for the three runtimes. F1 is the one thing between this and an approval — it is the same bug class the PR exists to close, one package over.

Adjudication — reviewers diverged, and both are right about different things
Sherlock's F1 is fixed in this PR. Kern's three findings are follow-ups, as he scoped them — filed as #387. His reasoning is the Also settled, so nobody reopens them:
Round 2 also carries three corrections that are not scope changes: the One note on my own process: my spec scoped this to "the three runtimes." There are four. That |
…mall corrections (Refs #380) F1 — a fourth consumer. packages/agent/src/io/mail.ts (MailClient) is a maildir->model path reached by AgentRuntime's tool-holding EventLoop. It carried the same #380 violation, twice: - verification was OPTIONAL: checkNewMail() guarded it behind `if (this.flairClient)`, so a runtime built without Flair config promoted new/ -> cur/ unverified; - it FAILED OPEN even with a client: verifyMailBody() swallowed a verifier throw and returned `pass: true`, so a Flair outage promoted unverified mail. Both now fail CLOSED. No verifier -> the record stays in new/ (refuse; never promote). A throwing verifier -> the record stays in new/ for a later check (a throw is a refusal, not a pass). A deterministic rejection -> dead-lettered to dlq/ with the shared `.reason` sidecar (leading `class:` line; an unresolvable principal is labelled `unresolvable-principal`, not `invalid`), replacing the `${file}.reject` sidecar no shared reader scans. Guarded in place rather than routed through the shared promote() lifecycle: runtime-mail.ts / promote() live in packages/cli, which already depends on @tpsdev-ai/agent, so routing would make @tpsdev-ai/cli a dependency of packages/agent — a package-dependency cycle. The guard uses packages/agent's own verifyEnvelope. Corrections: - signOutboundBody() shallow-copies opts.priorChain; extending the chain no longer push()es onto the CALLER's array. - ackMessage()'s comment no longer claims a `log/` audit trail: the archive has no ack event and binds nothing to the record's verdict or envelopeId. - completeRuntimeMail()'s comment says the same. Not fixed, named in the PR body: signed outbound is total within these runtimes, not product-wide. Tests: new packages/agent/test/mail-promote-guard.test.ts (7 drills) and a new priorChain drill in mail-send-sign.test.ts. Both F1 defects are RED on the previous revision and GREEN after; 5/5 mutations red-then-green. Full suite, baseline origin/main vs after: agent 88/0 -> 95/0, cli 1147p/3s/0f -> 1157p/3s/0f, pi 0p/3s/0f. No regression. Refs #380.

Scope: this approves the F1 fix only — it does not certify packages/agent's mailbox as equivalent to promote(). Reviewed the delta 545e23cd..4d1232f4 and the current files at 4d1232f4.
F1 is fixed, and the guard is strictly stronger than what it replaced. Approve.
The fail-open is gone exactly where it lived. The if (this.flairClient) gate is removed — a verifier-less mailbox refunds before any rename:
if (!this.flairClient) {
if (files.length === 0) return [];
this.events?.emit({ ... status: "rejected", ... });
...
return [];
}and io.test.ts pins it (expect(msgs.length).toBe(0); expect(existsSync(.../new/test-1.json)).toBe(true)).
The swallowed throw is now a refusal. verifyMailBody no longer catches:
const vr = await verifyEnvelope(env as any, client);
if (!vr.ok) {
return { pass: false, reason: vr.reason, from: mailMsg.from };
}and the caller treats a throw as "leave in new/, never promote":
} catch (err) {
const detail = sanitizeError(err);
this.events?.emit({ ... status: "error", ... });
continue; // leave in new/
}That is the right shape — a throw is a refusal, never a pass. The old fail-open that swallowed the error and returned { pass: true } is deleted.
The sidecar convention moved to the shared one: writeRejectSidecar writes class: ${cls}\nPromote rejected at ...\nReason: ..., which readReasonSidecar parses via REASON_CLASS_RE = /^class:\s*(\S+)/m. .reject no longer appears, and the drill asserts .reason present + .reject absent.
One rename into cur/, downstream of the pass branch — confirmed by reading the whole file.
Q6: agree with the builder. The new comment is a checkable fact. archive.ts types event: "sent" | "read" | "listed" and logEvent ends catch (err) { /* Best-effort audit logging. */ }. There is no ack event and nothing binds a row to the verification verdict or envelopeId, so the honest comment beats a claimed trail.
Residuals (pre-existing; none block this delta):
-
Parity overclaim —
packages/agent/src/io/mail.ts— Medium. ThewriteRejectSidecardocstring says it "Mirrors the shared promote() reject-class boundary", and the promote branch is commented// Promote to cur/ — verified, and addressed to this mailbox.It mirrors the sidecar format and class name; it does not mirror the policy.decideEnvelopeForMailbox()runs five checks (signature, wrapper/envelopefrombinding, recipient binding,messageIdshape,timestampshape); this guard runs one. Detail sent privately. -
No back-pressure —
packages/agent/src/io/mail.ts— Low.MAX_INBOX_MESSAGES = 100and its "Inbox full" NACK live only inpackages/cli; this mailbox has no cap, andwarnedNoVerifieris a per-instance flag. Detail sent privately. -
signOutboundBodyshallow-copy and its test are correct (expect(priorChain.length).toBe(2)after the call).

Delta re-review 545e23cd..4d1232f4 — approving on head 4d1232f4. Round-1 findings are filed as #387 and untouched by this delta (verified: the delta touches none of #387's surfaces — mail-verify.ts, flair-client.ts, the codex scope guard, LEASE_TIMEOUT_MS).
Visibility checked before writing this review: GET repos/tpsdev-ai/cli → "visibility": "public" (2026-09-19). The fail-open being fixed was self-documenting in public source at the base commit (verifyMailBody's swallow-and-pass catch carried its own rationale), so describing the fix publicly adds no marginal disclosure. Two findings below are named at seam level only — the assembled detail is sent privately.
The cycle argument is correct. Verified at head: no packages/agent source imports from packages/cli; the dependency edge runs cli → agent (@tpsdev-ai/agent in cli's devDependencies); routing AgentRuntime through promote() would invert the tsc build order, not just violate a convention. The builder was right to refuse.
But "cannot import the lifecycle" does not mean "duplicate the policy" — and the duplication has already drifted at birth. The correct end state is extraction downward, not upward: the envelope decision core (check-set + reject classification) belongs in packages/agent beside signEnvelope/verifyEnvelope, which already own the agent ${name} not found in Flair reason string that both verifiers regex-match today. packages/cli keeps promote()'s path-specific machinery (replay gate, recovery provenance, lease, re-drive); the agent MailClient keeps its IO loop. Two findings are that drift made concrete in this delta's own files — both are fail-closed and strictly better than the fail-open base, so they are follow-up scope with the extraction as their fix, not blockers.
packages/agent/src/io/flair.ts(FlairContextProvider.getAgent) — medium-high, availability/consistency. The outage-vs-absent disambiguation the shared path performs has no counterpart at this seam, so one branch of the delta's own self-heal contract holds only for the no-verifier case. Detail sent privately.packages/agent/src/io/mail.ts(verifyMailBody) — medium, authority boundary. This check-set diverges from the shared decision core on three axes. Detail sent privately.
The sidecar-format duplication should move with the extraction: writeRejectSidecar's claim that the shared re-drive's readReasonSidecar parses this shape currently names no test — no cross-package test parses an agent-written sidecar with the shared reader — and one definition would make that property testable in one place instead of asserted by comment.
Independently reproduced on this host (not CI):
- Fails-first at base
545e23cdwith head's tests copied in: all five expected-RED guard drills RED with the changelog's polarity (no-verifier refusal, throw refusal,.reasonsidecar, unresolvable-principal classification, self-heal), io.test's refusal RED, priorChain alias RED. At head: guard drills 7/7,packages/agentfull suite 95 pass / 0 fail (aftertsc—bin-launch-id.test.tsspawns the builtdist/bin.jsand fails 5 for purely environmental reasons without it), mail-send-sign 6/6. - The two comment corrections (
ackMessage's audit-trail claim inmail.tsand the completion-boundary comment inruntime-mail.ts) verified againstarchive.ts's actual event set ("sent" | "read" | "listed"— no ack event): the comments now state what is true instead of claiming a trail that does not exist. - The changelog's "no current caller affected" for the priorChain fix checks out: the only chain-passing caller (
tps mail send) goes throughparseInboundChain()→ freshJSON.parseper invocation; runtime replies pass no chain.
Model: ollama/glm-5.3:cloud.
…es an outage (Refs #380) Two review findings on the fourth consumer, both real. F1 — the outage self-heal never ran. FlairContextProvider.getAgent() caught ALL errors into null, so during a Flair outage the verifier returned null, verifyEnvelope reported a deterministic "agent X not found in Flair", and the mailbox dead-lettered it as unresolvable-principal — TERMINAL. The "stays in new/ on a throw" path was unreachable for a real outage, turning the pre-PR "unverified delivery" into permanent dead-lettering. getAgent() now tells an absent principal (a reachable 404 -> null -> terminal) from an unreachable Flair (THROW -> the record stays in new/ and retries), the same null->ping->throw rule the shared mail-verify client uses. F2 — the guard verified WHO SENT, not WHO FOR. verifyMailBody() did not check the recipient, the wrapper->envelope from binding, or the messageId/timestamp shape. A correctly-signed envelope addressed to another principal (the outbox relay writes into any recipient's new/) passed and reached the model, and a wrapper claiming another `from` presented as that agent. Those checks are added with the shared class vocabulary (wrong-recipient where the shared path uses it), and the "addressed to this mailbox" comment is now true. Also: writeRejectSidecar's docstring now says what it does — the shared FORMAT and the terminal class names only; a retryable outcome writes no sidecar — instead of claiming to mirror the shared reject boundary. Tests: 6 new drills (an unreachable Flair is retryable; reachable-but-absent is terminal; wrong-recipient; wrapper-from mismatch; malformed messageId; malformed timestamp). All RED on the pre-change revision and GREEN after; 10/10 mutations red-then-green. Full suite, baseline origin/main vs after: agent 88/0 -> 101/0, cli 1147p/3s/0f -> 1157p/3s/0f, pi 0p/3s/0f. No regression. Refs #380.

1. Recipient binding (my prior P0) — fixed. verifyMailBody now runs the wrapper/recipient/shape checks after the signature:
if (mailMsg.from !== env.from) {
return { pass: false, class: "invalid", reason: `wrapper/envelope from mismatch ...` };
}
if (env.to !== this.agentId) {
return { pass: false, class: "wrong-recipient", reason: `wrong-recipient (envelope.to=${String(env.to)}, mailbox=${this.agentId})`, from: mailMsg.from };
}mail.ts:188's "verified, and addressed to this mailbox" is now backed by the env.to !== this.agentId check rather than aspirational. The fixtures discriminate: addressed-elsewhere → dlq class: wrong-recipient; wrapper disagreement → class: invalid.
2. Outage is now retryable, not terminal (Kern's). FlairContextProvider.getAgent() (flair.ts:106-115) disambiguates:
} catch {
// Either the agent is absent (a reachable 404) or Flair is unreachable.
if (!(await this.ping())) {
throw new Error(`Flair unreachable at ${this.url} while resolving agent "${name}"`);
}
return null;
}Before this, an outage collapsed to null → agent X not found in Flair → terminal dead-letter: the path was converting a Flair outage into permanent mail loss. The fix matches mail-verify.ts's null→ping→throw rule. The two new fixtures are the right pair and the control discriminates: unreachable (http://127.0.0.1:1 → no sidecar, stays in new/) vs a live /Health 200 with /Agent 404 (class: unresolvable-principal → dlq). A fix that made everything retryable fails the control; a fix that made everything terminal fails the outage drill.
Check-list comparison (shared decideEnvelopeForMailbox vs this verifyMailBody): wrapper↔envelope from, recipient binding, messageId shape, timestamp shape, signature — all five present in both. One check the shared path applies that this one does not: the replay gate. That is the honest answer to "is there still a field" — the gap is not a field, it is the replay defence.
Residuals (none block this delta):
-
No replay gate —
packages/agent/src/io/mail.ts— Medium.promote()consults a durable consumed-id ledger; this path has neither a ledger norenvelopeId, andcheckNewMail()promotes without ever removing the record. Detail sent privately. -
"cannot present mail the shared path would reject" (
mail.ts:278-280) is stronger than the code — the shared path would reject a re-planted record that this path presents, andmessageId/timestampare shape-checked here but not bound to the wrapper's values (ENVELOPE_BINDINGS). Same class as the comment I flagged last round, one notch weaker. No fixture covers record↔envelope binding. Detail sent privately. -
The
/Health-based disambiguation inherits the shared rule's assumption that reachability implies/Agentcorrectness; a partial outage (Health up, Agent down) still collapses to terminal, and a headerless/Healthremains 200 for an unauthenticated caller. Consistent withmail-verify.ts, so not a regression — but the rule's hole is unchanged on both paths. Detail sent privately.

Delta re-review 4d1232f4..166e7e10 — approving on head 166e7e10. One commit; scope confirmed delta-only: it touches only the two seams my round-2 review named (Finding A at io/flair.ts, Finding B at io/mail.ts), their drills, the runtime comment, and the changelog. #387's surfaces untouched; the #388 extraction is correctly filed as not-done.
Visibility checked before writing: tpsdev-ai/cli is public (re-confirmed via repos/tpsdev-ai/cli .visibility). This delta closes defects, discloses nothing not already public, and my one residual below is stated at seam level.
Q1 — the fix placement is right, and better than the adapter alternative. FlairContextProvider.getAgent is the correct home: within packages/agent its only caller is the verifier adapter (agent.ts:36), so the disambiguation lives where the conflation was born and needs no new export; and it lets the outage drill exercise the real provider code (live Bun.serve for reachable-absent, real provider against a dead port for the outage) instead of a stub of the adapter. ping() is the right oracle for the same reason the shared path's /Health probe is: it answers exactly one question — "is Flair reachable" — and its failure mode is safe in both directions (it never throws; down → getAgent throws → checkNewMail refuses and leaves the record in new/, i.e. retryable, not relocated terminal; up-with-absent → 404 → null → terminal unresolvable-principal). Verified the throw propagates end-to-end: verifyEnvelope step 6 has no catch, so the adapter's outage-throw reaches checkNewMail's refusal handler rather than being converted into a deterministic "not found". The builder's placement also future-proofs any second verifier consumer in the agent package.
Q2 — the three bindings are correctly in, with shared vocabulary. Checks 4–7 in verifyMailBody mirror decideEnvelopeForMailbox's checks 2–5 in the same order (wrapper/from binding, recipient binding as wrong-recipient, messageId shape, timestamp shape) and the sidecar docstring now honestly says "format + terminal class names, not the full boundary" — the round-2 comment critique addressed.
#388 as filed does not misstate the design. Read in full. The downward-extraction rationale, the signEnvelope.ts:276 ownership argument, and the four acceptance criteria match what I sent — including the fixture-table-must-fail-if-a-check-is-removed requirement, which is the criterion that separates a parity test from a tautology. One refinement for whoever executes it: the parity table should be driven against BOTH entry points through their public seams (promote() from cli, checkNewMail() from agent) rather than the internal decide functions, and the agent side's class set is intentionally a subset (terminal-only; an outage writes no sidecar) — the acceptance test should assert that subset property explicitly, or a future "make agent write verify-unavailable sidecars" change will silently break the format parity the issue exists to protect.
Q3 — this round makes #388 easier, not harder, and the delete cost is low and specific. The fuller copy is closer to the final shape than the partial one was: the policy now exists once in near-final form in packages/agent (check order, class names, and reason-string formats all match decideEnvelopeForMailbox's), so extraction is mostly a move-plus-repoint rather than a reconcile. When #388 lands, delete-list is: MailboxRejectClass + VerifyOutcome (replaced by the policy module's types), the UNRESOLVABLE_PRINCIPAL_REASON_RE copy, writeRejectSidecar, and checks 3–7 of verifyMailBody — leaving MailClient as IO loop + one policy call. Nothing in this round's code grows roots into the runtime: the adapter stays trivial, agent.ts only comments. Two things NOT to delete with it: the real-Bun.serve fixture pattern and the live-provider outage drill — those are the harness #388's acceptance tests should inherit wholesale, because stub-level parity tests are exactly the near-miss shape the standing rule warns about.
One residual, non-blocking: with the outage now retryable, checkNewMail re-probes Flair for every record on every poll while it is down, with the same 3s ping() timeout per record — a down Flair plus a large new/ backlog slows each poll by roughly 3s × backlog. Acceptable now (no side effects, and the alternative — a probe cache — is its own staleness hazard); worth one line in #388 or a follow-up if spoke mailboxes ever see bulk delivery. Detail sent privately.
Independently reproduced on this host (not CI): head's guard file copied to base 4d1232f4 → exactly the promised fails-first shape: 5 new round-3 drills RED, 7 round-2 drills GREEN there, reachable-absent control GREEN there (already terminal at base — it is a control, not a fix-drill). At head 13/13, packages/agent full suite 101 pass / 0 fail after tsc (matches the claim; without a build bin-launch-id.test.ts fails 5 for purely environmental reasons — same caveat as round 2). Mutations: reverting getAgent's disambiguation to the old catch→null turns the outage drill RED while the reachable-absent control stays GREEN (the drill pins the disambiguation, not the outage); removing the wrong-recipient check turns its drill RED with the positive control GREEN.

What
The gemini, codex and claude-code agent runtimes each carried a private
checkNewMail()that renamednew/→cur/with no verification and handed the body to a spawned model with tool access (codex's allowed tools include Bash/Read/Write/Edit). That is the invariant violation tracked in #380:cur/is a destination, and the only transition into it ispromote().This moves all three onto the shared promote lifecycle (
packages/cli/src/utils/runtime-mail.ts). The naive migration — "deletecheckNewMail; callpromote()" — would have CREATED new defects, so the caller half is implemented too:cur/body for its scope guard has finished. Without an ack the lease sweep re-presents the record after the lease timeout and re-dispatches the task to a tool-holding model forever; acking too early deletes the task context out from under the auto-commit guard.dlqre-drive +cur/recovery. The poll usescheckMessages(), so an outage-quarantined (verify-unavailable) record self-heals when Flair returns, and already-promoted mail is recovered after a crash.tps mail send), honoring the runtime's configured key path. Apromote()-reading recipient dead-letters an unsigned body terminal, so an unsigned reply was a dead letterbox.process.env.FLAIR_URL ??= config.flairUrlstamping rejected in review is NOT implemented: it would make the first runtime's values process-wide defaults while each runtime's own client kept its explicit config — a divergence, not an alignment. Mandatory verification is unchanged; only its endpoint resolution is scoped to the caller.Codex's PR-notification path, which called
sendMessage()directly and unsigned, now signs.Mailbox consistency: promotion, replies and acknowledgement all resolve the same
getInbox()mailbox, so a runtime cannot poll one root (itsconfig.mailDir) and acknowledge into another (a branch-office root). A drill asserts this.Review round 2 — the fourth consumer (F1)
packages/agent/src/io/mail.ts(MailClient) is a fourth maildir→model path the first pass did not list, reached byAgentRuntime's tool-holding EventLoop. It carried the same #380 violation, in two forms:checkNewMail()guarded it behindif (this.flairClient), so a runtime built without Flair configuration promotednew/→cur/unverified — the pre-change shape verbatim.verifyMailBody()swallowed a verifier throw and returnedpass: true, so a Flair outage promoted unverified mail.Both are fixed to fail CLOSED:
new/(refuse; never promote). Non-destructive, so a later check with a verifier — or the sharedpromote()path — promotes it.new/for a later check (retryable). This is not a pass.dlq/with the shared.reasonsidecar.Why guard rather than route through the shared lifecycle.
runtime-mail.ts/promote()live inpackages/cli, andpackages/clialready depends on@tpsdev-ai/agent(workspace dependency). RoutingAgentRuntimethrough the shared lifecycle would therefore make@tpsdev-ai/clia dependency ofpackages/agent— a package-dependency cycle (cli → agent → cli). That edge should not exist, so the bypass is guarded in place instead: verification is mandatory and fail-closed on thepackages/agentside, using the package's ownverifyEnvelope.Review round 3 — recipient binding, and an outage that was terminal
Two findings on the round-2 guard:
FlairContextProvider.getAgent()catches ALL errors intonull, so during a Flair outage the verifier returnednull,verifyEnvelopereported the deterministicagent X not found in Flair, and the mailbox dead-lettered it asunresolvable-principal— TERMINAL. The "stays innew/on a throw" path was unreachable for a real outage, turning the pre-change "unverified delivery" into permanent dead-lettering.getAgent()now distinguishes an absent principal (a reachable 404 →null→ terminal) from an unreachable Flair (THROW → the record stays innew/and retries), the samenull→ping→throw rule the sharedmail-verifyclient uses.verifyMailBody()did not check the recipient, the wrapper→envelopefrombinding, or themessageId/timestampshape. A correctly-signed envelope addressed to another principal (the outbox relay writes into any recipient'snew/) passed and reached the model, and a wrapper claiming anotherfrompresented as that agent. Those checks are now applied, with the shared class vocabulary (wrong-recipientwhere the shared path uses it), and the "addressed to this mailbox" comment is now true.Also corrected:
writeRejectSidecar's docstring now says what it does — the shared FORMAT (<record>.reason, leadingclass:line) and the terminal class names it can emit (invalid,unresolvable-principal,wrong-recipient) — rather than claiming to mirror the full shared reject boundary; a retryable outcome writes no sidecar at all.Behaviour change to state explicitly
After this change, cross-office mail reaching these runtimes on a spoke dead-letters as
unresolvable-principalrather than being delivered unverified. That is the decided behaviour from #385, not a regression. A spoke holds only its own principal and hub principals are not distributed downward; hub-origin mail to a spoke stays broken-and-loud until hub→spoke principal distribution lands. This is the accepted, named cost.Boundary: signed outbound is not yet product-wide
Signed outbound is total within these runtimes but not product-wide. Still shipping unsigned bodies:
relay.ts(branch and remote delivery),mail-topics.ts(topic fan-out / catch-up),commands/branch.tsandcommands/pulse.tscallsendMessage()with a raw body;commands/mail.tssigns through the shared builder but keeps the documented unsigned fallback when no key is present;packages/agent's ownsendMail/deliverOutboxwrite plain (unsigned) wrappers.Out of scope for this PR; named here so a reader does not take "signed outbound" as product-wide.
Tests
packages/cli/test/runtime-mail-lifecycle.test.ts— 9 drills running the real path against a stub Flair: signed envelope promotes / unsigned body dead-letters and is never presented; verification uses the runtime-scoped endpoint; ack stops re-presentation; an un-ackedcur/record past its lease IS re-presented; a retryabledlqrecord self-heals on a later poll; outbound is a verifiable signed envelope and refuses to ship unsigned when the key is missing; promotion + ack resolve the same (branch-office) mailbox; boot preflight reports reachability.packages/agent/test/mail-promote-guard.test.ts— 13 drills pinning the fail-closed contract. Round 2: no verifier → no promotion; throwing verifier → no promotion; signature rejection dead-letters with the shared.reasonsidecar; an unresolvable principal is labelledunresolvable-principal; a non-envelope body is dead-lettered; a valid signed envelope IS promoted (positive control); a record refused without a verifier is promoted once a verifier is present. Round 3: an UNREACHABLE Flair is a RETRYABLE refusal (stays innew/) while a REACHABLE-but-absent principal is terminal; a correctly-signed envelope addressed to another principal is not presented (wrong-recipient); a wrapper whosefromdisagrees is rejected; malformedmessageId/timestampare rejected.packages/cli/test/mail-send-sign.test.ts— new drill:signOutboundBodydoes not mutate the caller'spriorChain.origin/mainand then after the change (same host, build first — the launch-id test spawnsdist/bin.js):packages/agent88 pass / 0 fail;packages/cli1147 pass / 3 skip / 0 fail (120 files);packages/pi-tps-mail0 pass / 3 skip / 0 fail.packages/agent101 pass / 0 fail;packages/cli1157 pass / 3 skip / 0 fail (121 files);packages/pi-tps-mail0 pass / 3 skip / 0 fail.Residuals / not done
ackMessage()deletes thecur/record, and codex's auto-commit scope guard still infers the task from the newestcur/body. The completion boundary is extended past auto-commit so the guard still sees it, but passing the task to the commit explicitly is not done here.cur/and the archive are never retro-verified, only re-checked on re-presentation.new/remains.packages/agentguard uses that package's ownverifyEnvelopeand its own copy of the mailbox policy (it cannot reach the sharedpromote()); it converges on the same checks and class labels but is a second verification site, not the single enforcement point. Collapsing it needs the policy extracted below both packages.MailClientdlq/is the runtime's own maildir (config.mailDir); a sharedtps mail check <agent>re-drives it only when that root is the shared mailbox root.FlairClientenv-fallback divergence; the auto-commit scope guard reading the mailbox directly, outside the one-mailbox invariant; andLEASE_TIMEOUT_MSequalling the defaulttaskTimeoutMs.What this MAY / MAY NOT claim
MAY: closes unauthenticated body injection into spawned runtimes — for the three runtimes AND the
packages/agentAgentRuntimemailbox, every body presented to a tool-holding model has passed mandatory v1 signed-envelope verification, the recipient and wrapper bindings, and is addressed to that mailbox — or is not presented at all.MAY NOT: prevents prompt injection (verification authenticates WHO sent, not whether the instruction is safe), or makes the mailbox secure against local access.
MAY NOT: makes signed outbound product-wide — see the boundary section above.
