pm context advertises 'blockers' section but does not emit it #270

Bug description

pm context --format markdown --depth full metadata reports sections including blockers, but the rendered markdown contains no ## Blockers section.

Reproduction

pm context --format markdown --depth full | grep -n "## Blockers"

Expected behavior

Either render the blockers section when blocked items exist, or remove blockers from the advertised section list to match actual output.

Actual behavior

Sections header lists blockers; markdown body omits it.

Impact

Low; metadata/UX mismatch that can confuse users parsing context output.
