docs(policy): limit outside pull requests to fix and perf - #1100

Outside contributions are temporarily restricted to `perf` and `fix` pull requests, so maintainer review bandwidth stays on regressions while feature planning remains on the roadmap. Maintainers, including the branches and agent work they direct, keep every change type. The rule is recorded in CONTRIBUTING.md and as R6.1 in the delivery workflow spec plus its zh-CN mirror, and mirrored into AGENTS.md and CLAUDE.md with a Policy-Sync bump.
