feat(config-sync): add encrypted portable configuration sync - #834

Add host-owned encrypted WebDAV revisions, domain-aware merge and recovery, and explicit local activation approvals for portable configuration.\n\nExpose the Backup & Sync settings workflow through the existing Renderer to Preload to Main to Host boundaries with shared contracts, validation, tests, and documentation.
Keep the Chinese specification tree aligned with the new configuration-sync protocol, error codes, E2E scenario, and navigation entry so the documentation locale and index checks pass.
Document the current cohesive configuration-sync lifecycle exception while transport, domain capture, history, and apply responsibilities remain split into dedicated modules.
Keep renderer i18n validation aware of every config-sync status and approval reason while preserving the existing runtime labels.
