Bump rolldown to 1.0.0-rc.16? #22254

Hi team, thanks for 8.0!

vite@8.0.8 pins rolldown@1.0.0-rc.15, which has a bug where output.manualChunks grouping a CSS file with a JS module produces a chunk with a dangling re-export (export { X_exports as t } with no declaration). The build succeeds; the dynamic import() fails at link time with SyntaxError: Export 'X_exports' is not defined in module, so the lazy UI piece silently never renders in production.

It's already fixed upstream in rolldown#8993 and released in rolldown@1.0.0-rc.16. Would a bump be possible on the next Vite release? Happy to open the PR if useful.
