Guides section not loading content for contributors and developers #2263

Describe the bug
The Guides section in the Wheels application does not display any content for contributors or developers. Instead of loading the selected guide, it only shows the default placeholder message:
Wheels Documentation\n\nSelect a guide from the navigation menu.

This makes the Guides section effectively unusable.

To Reproduce
Steps to reproduce the behavior:

1. Run a Wheels application or the Wheels repository
2. Navigate to the Guides section
3. Select any guide from the navigation menu
4. Observe that no content is loaded and only the placeholder message is shown

Expected behavior
Selecting a guide should load and display the corresponding documentation content.
