Description
Phase 4 of #2243.
Ship the discovery UI on wheels.dev and in-app.
Scope

wheels.dev/packages— listing + detail pages (reads registry JSON, static rebuild on merge) -
/wheels/packages— in-app (dev/testing only, gated per security(dispatch): verify /wheels/public/* is prod-gated or disable in production #2233) - One source of truth for CLI + web (both read the same manifests)
- Package detail page: version history, install command, homepage link, tags

/wheels/packages— shipped in #2277. Adds a "Browse registry" section to the in-app packages page with copy-to-clipboard install snippets and an "✓ Installed" badge for already-installed packages. Dev/testing only; production-gated.packages.wheels.dev— shipped in #2278. New Astro static site atweb/sites/packages/alongside the existing four subdomain sites. Card-grid listing + per-package detail pages with version history and rendered README. Deployed to Cloudflare Pages aswheels-packages, custom domainpackages.wheels.devnow live and serving.Automation loop — closed via wheels-dev/wheels-packages#2.
