Homepage still shows 0.0.0-dev in new apps (issue persists after fix) #2326

Describe the bug
A previously reported issue where the homepage displays 0.0.0-dev instead of the actual Wheels version was addressed and marked as fixed (#2255), and also in (#2279). However, the problem still persists when creating a new Wheels application using the wheels new command.

Newly generated applications continue to show:

WHEELS  
0.0.0-dev

instead of the correct framework version.

This indicates that the fix is either not fully applied to the app generator or not reflected in newly scaffolded applications.

To Reproduce
Steps to reproduce the behavior:

1. Run: wheels new myApp
2. Start the application
3. Open the homepage
4. Observe the displayed version
5. Note that it still shows 0.0.0-dev

Expected behavior
Newly generated Wheels applications should display the correct framework version on the homepage, consistent with the fix implemented in #2255.

Actual behavior
The homepage still displays 0.0.0-dev, suggesting the fix has not propagated to newly generated applications.
