Closes #1892.

Status: LGTM.

What was wrong: If openspec/config.yaml was not valid YAML (for example an unterminated quote), every command warned could not parse ... ignoring it. and exited 0. That includes validate --all, which is what CI runs. So a broken config passed CI, and every rule in it was dropped without anyone noticing.

How it was fixed: After choosing the root, openspec validate checks that the config parses. If it doesn't, validate stops with exit 1 and prints the parser error and the fix. With --json, it uses validate's existing status error shape, with the code unparseable_config. Other commands still warn and carry on, as the config-loading spec requires.

$ openspec validate --all
Error: Could not parse …/openspec/config.yaml (Missing closing 'quote at line 4, column 1:).
Fix: Fix the YAML syntax in …/openspec/config.yaml.
$ echo $?
1

Proof:

  • test/commands/validate-unparseable-config.test.ts uses the repro from Config: an unparseable config.yaml warns and exits 0, so a malformed config passes CI #1892. --all, --specs, a single item, and --json all exit 1, and fixing the YAML makes it pass again. The four failure cases fail on main (exit 0).
  • The full suite fails only the 10 tests that already fail on main in this environment.
  • docs-lab/reference/cli.md and docs-lab/reference/configuration/config-yaml.md now mention the new exit 1.

Notes:

🤖 Generated with Claude Code

Summary by CodeRabbit

  • Bug Fixes
    • openspec validate now exits with status 1 and stops before checking items when the configuration file is unreadable or contains invalid YAML. It reports the error and provides guidance; JSON output identifies the failure as unreadable_config or unparseable_config.
  • Documentation
    • Clarified that most commands warn and continue when configuration is unreadable or invalid, while validation exits with an error. Documented the validation exit status and JSON output.

Every command ignored an unparseable config.yaml with a warning and
exited 0, so CI could not tell a broken config from a healthy one and
every rule in it was silently dropped. validate now stops with exit 1
and reports the parse error, in the existing status envelope under
--json. Other commands keep their warn-and-continue behavior.

Walkthrough

openspec validate now detects unreadable or invalid-YAML project configuration and exits with status 1 before checking items. It reports the failure in text or JSON output. Other commands continue to ignore these configuration failures with a warning.

Changes: Validate configuration failures

Layer / File(s) Summary
Detect configuration read and parse errors

Validation reports read or parse failures in text or JSON, sets exit code 1, and stops before checking items. Tests cover config filenames, validation inputs, JSON status codes, unaffected listing, unreadable paths, and successful validation after correcting the YAML. Change: Bug fix · Severity of issue fixed: Medium

The new validate failure on unreadable or invalid config works for ordinary malformed YAML and for unreadable directory paths. A dangling config.yaml symlink is still treated as absent, so validation can pass without applying config rules. This is a narrow edge case and could be fixed in a small follow-up.

Full details: Title check

Explanation

The title "fix(validate): fail when config.yaml is not valid YAML" states the main change. The PR makes openspec validate exit 1 when openspec/config.yaml cannot be parsed, and the changeset, validate command, config reader helper, tests, and spec all support this. The title is concise, specific, and does not use vague terms. It omits the separate unreadable-config handling, which is a secondary aspect and does not need to be in the title.

Full details: Linked Issues check

Explanation

[#1892] The issue requires a non-zero exit, or at least a validate error, when config.yaml cannot be parsed. The reviewed head meets this. In src/commands/validate.ts, ValidateCommand.execute calls readConfigParseError(root.path) after root resolution. On a parse failure it sets process.exitCode = 1 and returns before any item is checked. Text output prints 'Could not parse <path> (<parser error>).' and a 'Fix: Fix the YAML syntax in <path>.' line. With --json, it prints a single status entry with code 'unparseable_config'. The new readConfigParseError in src/core/project-config.ts reads the file and parses it with parseYaml, so whole-file parse failures such as an unterminated quote are detected. The same commit adds a read-failure branch: a config that exists but cannot be read returns kind 'read', exits 1, and uses code 'unreadable_config'. The issue asks that a config the CLI cannot read is a hard error, so this branch also supports #1892. Other commands keep their warn-and-continue behavior because readProjectConfig is unchanged. The PR summary reports tests for --all, --specs, a single item, --json, and repair, plus the unreadable case. I did not run the test file, so the test results rest on the reported description and summary. The previous assessment also found these cases covered. The per-artifact #1891 shape is not in scope, and the PR correctly leaves it out.

Full details: Out of Scope Changes check

Explanation

The changed code stays within #1892. The validate.ts hunk, the readConfigParseError helper in project-config.ts, and the test file all implement the validate-side parse and read gate. The config-loading spec change documents that gate and keeps the warn-and-continue behavior for other commands. The docs-lab CLI and config-yaml pages document the new exit 1 and the status codes. The changeset is a patch note for the same fix. The PR does not add dropped-field handling, unknown-key warnings, or a 'config' key in JSON reports. Those belong to #1894, which the PR description names as a separate follow-up. The unreadable-config branch is also within the scope of #1892, since the issue asks for hard errors on configs the CLI cannot read. No unrelated change is evident in the reviewed diffs.

The new diagnostic includes the config path, but this test does not check it. Assert path.join('openspec', 'config.yaml') in the text output and the JSON message. The implementation is narrow and correct: validate now makes malformed YAML fail CI, other commands keep their documented warning behavior, text and JSON errors are covered, and checks are green. The docs changes are also accurate. I am holding approval because every docs-lab change requires final review from @TabishB; please request that review on the current head.

Distinguish configuration read failures from YAML parse failures.

readConfigParseError catches readFileSync and parseYaml failures together. validate then reports every failure as Could not parse and recommends a YAML syntax fix. An existing config.yaml directory is a reachable example: path resolution selects it, and readFileSync fails before YAML parsing.

Return the failure kind and apply the syntax message only to parse failures.

… the PR watermark to Fission-AI#2161

Both reds (CI / Windows Dev Check and Upstream Check) were the checker
reporting four unreviewed upstream PRs, not a broken checker. The
CHECK_FAILED lines in the dev check log are the deliberate registry-failure
unit test output, and that step exits 0.

Verdicts, with evidence and revisit triggers, are in docs/DECISIONS.md
(2026-10-28): Fission-AI#2158 skip (vite 7.3.7 is not in the advisory range, audit
clean), Fission-AI#2159 defer (Node 20 floor is a maintainer decision; no runtime
dependency needs Node 22), Fission-AI#2160 and Fission-AI#2161 not applicable (standalone
installer and the openspec.dev router are not in this fork).

The already-adopted Fission-AI#2131, Fission-AI#2133 and Fission-AI#2127 moved their heads upstream
(fast-forward, tests plus a CRLF regex fix). The fork implementation already
satisfies them, so only the new boundary tests are added to pin it.

Watermarks: reviewed_pr_through 2154 -> 2161; commit and issue unchanged.

Two blockers remain on the current head:

  1. readConfigParseError catches readFileSync failures and YAML parse failures together, then reports every case as invalid YAML with a syntax fix. A reachable read failure such as openspec/config.yaml being a directory gets the wrong diagnosis. Separate read failures from parse failures, or narrow this helper to parsing only, and cover the read-failure path.
  2. The canonical openspec/specs/config-loading/spec.md still says commands SHALL continue with defaults when config loading or parsing fails. This PR introduces a deliberate validate exception, so the spec must define that exception rather than leaving shipped behavior in conflict with the contract.

After those are fixed, the docs-lab changes still require final review from @TabishB.

A config path that exists but cannot be read (for example a directory)
was reported as "Could not parse ... Fix the YAML syntax", which sends
the user after a syntax error that is not there. readConfigParseError
now returns kind 'read' or 'parse'; validate prints "Could not read"
with a read-specific fix and the JSON code unreadable_config for the
first, and keeps unparseable_config for the second.

The config-loading spec now states the validate exception to the
"continue with defaults" rule, with one scenario per failure kind.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Treat a dangling config.yaml symlink as unreadable.

resolveConfigFilePath() uses existsSync(), which returns false for a dangling symlink. The resolver can then select config.yml or return null. In the latter case, readConfigParseError() does not report a read error, and validate continues with its normal checks. The resolver predates this PR, but this leaves the new unreadable-config check incomplete. The documented fallback uses config.yml only when config.yaml does not exist.

Reject directories before reading the config.

On FreeBSD, readFileSync returns directory data instead of throwing. A config.yaml directory can therefore produce unparseable_config or pass the check, rather than producing unreadable_config. Check that the path is a file before parsing it. (nodejs.org)

* docs(openspec): say update writes Kilo Code's active-profile commands

The Kilo Code scenario still said update only refreshes existing
`.kilo/command/opsx-*.md` files and skips missing ones. Update writes
every active-profile command file for a configured tool when the
delivery setting includes commands, creating missing ones. The scenario
now says so, and the Slash Command Updates requirement scopes its
"without creating new ones" rule to files outside the active profile.

* chore(openspec): match archive lookup and missing-SHALL specs to shipped behavior

The archive skill spec said a failed `openspec instructions archive`
lookup must report an error and stop. The shipped template treats that
lookup as optional and continues with no context, as the bulk-archive
spec already says. The cli-validate missing-keyword scenarios promised
errors where the validator emits a WARNING for a non-empty body without
SHALL/MUST (strict mode fails on it); only a requirement with no body
text is an ERROR. Fixed in the main specs and in the archived deltas
they came from.

* docs(openspec): state the Codex skill exception and where references are rewritten

ai-tool-paths said a former skill copy is removed only when it is
byte-identical, but migration also drops a former SKILL.md that differs
only in generated parts (version, line endings or BOM, older Codex
references), via isLegacyCodexSkillEquivalentToCurrent. The spec now
names that exception.

command-generation credited the OpenCode adapter with rewriting
`/opsx:` references; generateCommand does it before the adapter
formats the file, as the spec's own generator requirement says.

* chore(openspec): place the operation-guidance requirement before config error handling

Keeps this archive's new config-loading requirement out of the hunk that
Fission-AI#2127 extends, so the two PRs merge in either order.

* chore(openspec): match the tasks fallback and keyword message wording to the code

cli-archive said the `tasks` artifact is the fallback only when no
`apply` block is present; task-progress.ts falls back whenever
`apply.tracks` is undeclared, including `apply: {}`, as cli-view says.

cli-validate quoted "must contain SHALL or MUST ..." for every
header-only case. A requirement with body text gets a WARNING that
reads "should contain ... (RFC 2119 best practice for English specs)";
only one with no body text gets the "must" ERROR. Fixed in the main
specs and the archived delta they came from.
