Status: Ready for review. This only changes files under openspec/; no code changes.

What was missing
openspec/changes/ had 30 open changes. Most of them had shipped but were never archived, so the main specs lagged released behavior. The Loft study flagged the same problem: 23 of our 30 open changes had every task ticked.

What it does

  • Archives 19 shipped changes. Each one was added in the PR that implemented it. Their deltas are now folded into openspec/specs/.
  • Writes real Purposes for the 8 specs archive created. It had stamped TBD placeholders in them.
  • Removes 4 proposals that were never built, plus the obsolete IMPLEMENTATION_ORDER.md (August 2025):
    • unify-template-generation-pipeline (OPE-17 canceled)
    • schema-alias-support
    • add-qa-smoke-harness
    • add-change-stacking-awareness
  • Ticks the last task in fix-schemas-root-selection. That task was the Windows CI check, and Windows CI passed on fix(schemas): honor canonical root selection #1616.

Proof it works

  • All 19 changes archived in sequence, using the archive command's own checks.
  • openspec validate --specs: 44/44 pass, and no placeholder Purposes remain.
  • openspec list now shows 7 open changes.

Notes / nits

  • 5 shipped changes are not included because their deltas are out of date and archive refuses them. They will come in a follow-up PR: add-devin-desktop-support, add-skill-cli-auto-approval, fix-opencode-commands-directory, make-codex-skills-only, simplify-skill-installation.
  • add-tool-command-surface-capabilities stays open. The code went a different way from its spec: with delivery=commands, Kimi gets no files rather than skills. Someone needs to decide whether to update the spec or drop it.
  • add-global-install-scope stays open. Open PR docs(openspec): refine global install scope proposal #1641 is still revising it.
  • Archiving brought in 9 existing "requirement over 500 characters" warnings. They were already in the change deltas. They are warnings only, and existing requirements are left whole on purpose.

🤖 Generated with Claude Code

Summary by CodeRabbit

  • Documentation
    • Updated product specifications to describe workflows and expected behavior for Oh My Pi and shared agent tooling, change and archive instructions, validation and status output, specification comparisons, and configurable operation guidance.
    • Clarified requirements for archive checks, task progress, schema selection, telemetry notices, and change creation dates.
    • Removed planning documents for change stacking, QA smoke testing, schema aliases, and template-pipeline changes. These documentation updates do not confirm that the described functionality is implemented.

Archive the open changes whose code already shipped, so the main specs
catch up with released behavior, and write real Purposes for the 8 specs
archive created. Remove proposals that were never built and the obsolete
IMPLEMENTATION_ORDER.md.

Part of the Loft study follow-up (OPE-58).

The specifications disagree with shipped behavior and with one another in several workflows. Align those contracts before relying on them for future changes; the current discrepancies do not establish a blocking runtime regression.

@clay-good QQ: Was the cloud agent supposed to help with this? Do you know if it ever triggered this clean uP?

Rebase each change's MODIFIED blocks onto the current main specs, keeping
scenarios and wording that landed after the change was written, then
archive. Archived in the order the changes shipped, so each block builds
on the ones before it.

Part of the Loft study follow-up (OPE-58).

Review comments at @openspec/specs/ai-tool-paths/spec.md:
- Line 113: Update the active-profile skills destination requirement in the AI
tool paths specification to use the selected tool’s configured skillsDir, so Amp
uses its configured skills directory; alternatively, explicitly document Amp’s
exception and keep the initialization requirement consistent with that
destination.

Review comments at @openspec/specs/cli-artifact-workflow/spec.md:
- Line 91: Update the apply recommendation condition in the completion guidance
to require that every non-skipped planning artifact exists, so skipped artifacts
do not prevent the recommendation from being shown; keep it printed after the
completion line.

Review comments at @openspec/specs/cli-update/spec.md:
- Line 187: Clarify the `openspec update` requirements so the Oh My Pi
command-file behavior in this scenario agrees with the existing-file-only rules:
explicitly state that Oh My Pi command files are an exception and may be created
when missing, or change this scenario to preserve existing-file-only behavior.

Review comments at @openspec/specs/cli-view/spec.md:
- Line 214: Update the GIVEN condition in the scenario to require both that no
tracked-tasks glob match exists and that no top-level tasks.md exists, so it
aligns with the fallback behavior documented earlier.
- Line 163: Update the tracked-tasks artifact fallback requirement so artifact
id `tasks` is used whenever no `apply.tracks` value is declared, including when
an `apply` block exists but omits `tracks`.

Review comments at @openspec/specs/graceful-status-empty/spec.md:
- Line 17: Update the empty-status scenario to include the required root object
in its JSON contract: require root.path and root.source, and root.store_id when
applicable, alongside the existing empty changes, message, and successful exit
behavior.

Review comments at @openspec/specs/opsx-bulk-archive-skill/spec.md:
- Around line 26-29: Update the bulk-archive specification’s instruction-lookup
failure scenario to preserve the existing workflow fallback: treat failed or
unsupported lookups as optional and continue without instruction context or
guidance. Keep the batch orchestration unchanged and ensure the requirement does
not mandate stopping the batch.

Review comments at @openspec/specs/telemetry/spec.md:
- Line 65: Update the non-JSON telemetry notice to display only
OPENSPEC_TELEMETRY=0 as the opt-out method; keep the configuration-based opt-out
documented and supported elsewhere.

#### Scenario: Selecting Amp

- **WHEN** the user selects Amp in `openspec init` or passes `--tools amp`

Align Amp initialization with the generic skill path requirement.

openspec/specs/cli-init/spec.md, Line 189, requires every selected tool to write skills under .<tool>/skills/. For --tools amp, that path is .amp/skills, but this requirement specifies .agents/skills. Update the generic requirement to use the configured skillsDir, or state the Amp exception, so initialization has one required destination.

Align the apply recommendation with skipped artifacts.

Lines 31–33 say skipped planning artifacts satisfy completion without being created. This scenario names apply only once every planning artifact exists, so a skipped artifact can leave the documented condition false. Use “every non-skipped planning artifact exists.”

Resolve the conflicting rules for missing command files.

Lines 43 and 153-155 prohibit openspec update from creating missing tool files. This scenario requires it to create missing Oh My Pi command files. State that Oh My Pi is an explicit exception, or keep the existing-file-only behavior, so the update requirements agree.

Comment thread openspec/specs/cli-view/spec.md Outdated

### Requirement: Task progress SHALL be resolved through the tracked-tasks artifact glob

`openspec view` SHALL determine a change's task progress by resolving its tracked-tasks artifact and counting checkboxes across that artifact's output glob (`generates`) — the same file-resolution `openspec status` uses to detect the tasks artifact — rather than assuming a fixed `changes/<name>/tasks.md` path. The tracked-tasks artifact SHALL be identified as the artifact whose `generates` equals the schema's `apply.tracks` value, falling back to the artifact with id `tasks` when no `apply` block is present. (`apply.tracks` is a filename that selects the artifact; the glob is that artifact's `generates`.) Resolution SHALL be scoped to the change directory, SHALL aggregate completed and total checkbox counts across every matching file, and SHALL NOT double-count. When the schema cannot be resolved, no tracked-tasks artifact is found, or the glob matches no file, `view` SHALL fall back to counting a single top-level `tasks.md` exactly as today, and SHALL NOT raise an error.

Specify the fallback when apply.tracks is absent.

The resolver in src/utils/task-progress.ts:100-157 falls back to artifact ID tasks whenever schema.apply?.tracks is null, including when the schema has apply: {}. Change the requirement from “when no apply block is present” to “when no apply.tracks value is declared.”

Keep the bulk lookup failure behavior consistent with the existing workflow.

Line 10 says input loading does not change batch orchestration. This scenario instead stops the batch when the instruction lookup fails. src/core/templates/workflows/bulk-archive-change.ts:64-87 currently treats the lookup as optional and continues without context or guidance, including when an older CLI does not support the command. Preserve that fallback, or update the template and revise the unchanged-workflow requirement.

@clay-good QQ: Was the cloud agent supposed to help with this? Do you know if it ever triggered this clean uP?

No, the cloud agent never had an archiving feature: it reads open changes and reports drift (only reads openspec/changes/ and skips anything under archive/), and we left archiving to people on purpose, so it never triggered this cleanup. I did it by hand with the archive CLI, though Cloud could reasonably flag changes that look shipped but un-archived (every task ticked, code merged) if we want that.

clay-good and others added 2 commits October 29, 2026 12:35
Review against src/ found canonical specs that drifted from the code:
the telemetry notice text, the bulk-archive lookup fallback, the
status empty JSON root, the view apply.tracks fallback, the skipped-
artifact apply hint, the skills directory for Amp, and update's
active-profile write exception.

# Conflicts:
#	openspec/specs/cli-update/spec.md
The refreshed specs still sent Codex skills to .codex/skills, but
config.ts writes them to the shared .agents root and keeps .codex only
as a legacy root. Update also writes every active-profile Devin
workflow, including missing ones, and moves .windsurf content under
the consent rules rather than refreshing it in place.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The Kilo Code scenario still said update only refreshes existing
`.kilo/command/opsx-*.md` files and skips missing ones. Update writes
every active-profile command file for a configured tool when the
delivery setting includes commands, creating missing ones. The scenario
now says so, and the Slash Command Updates requirement scopes its
"without creating new ones" rule to files outside the active profile.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…ped behavior

The archive skill spec said a failed `openspec instructions archive`
lookup must report an error and stop. The shipped template treats that
lookup as optional and continues with no context, as the bulk-archive
spec already says. The cli-validate missing-keyword scenarios promised
errors where the validator emits a WARNING for a non-empty body without
SHALL/MUST (strict mode fails on it); only a requirement with no body
text is an ERROR. Fixed in the main specs and in the archived deltas
they came from.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…are rewritten

ai-tool-paths said a former skill copy is removed only when it is
byte-identical, but migration also drops a former SKILL.md that differs
only in generated parts (version, line endings or BOM, older Codex
references), via isLegacyCodexSkillEquivalentToCurrent. The spec now
names that exception.

command-generation credited the OpenCode adapter with rewriting
`/opsx:` references; generateCommand does it before the adapter
formats the file, as the spec's own generator requirement says.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…ig error handling

Keeps this archive's new config-loading requirement out of the hunk that
#2127 extends, so the two PRs merge in either order.

Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
… to the code

cli-archive said the `tasks` artifact is the fallback only when no
`apply` block is present; task-progress.ts falls back whenever
`apply.tracks` is undeclared, including `apply: {}`, as cli-view says.

cli-validate quoted "must contain SHALL or MUST ..." for every
header-only case. A requirement with body text gets a WARNING that
reads "should contain ... (RFC 2119 best practice for English specs)";
only one with no body text gets the "must" ERROR. Fixed in the main
specs and the archived delta they came from.
