chore(openspec): refresh 4 stale change deltas and archive them - #2129
Status: Ready for review. Stacked on #2128, so merge that first. This only changes files under openspec/; no code changes.
What was wrong
These 4 changes shipped, but their spec deltas were written against older main specs, so archive refused them. A plain refresh is also unsafe: their MODIFIED blocks would quietly undo wording that later changes added. Archive checks for dropped scenarios, but not for changed lines.
What it does
For each change, the MODIFIED blocks are rebuilt from the current main spec plus only that change's own edits. The changes are then archived in the order they shipped:

Proof it works
All 4 archive cleanly in sequence.
openspec validate --specs: 44/44 pass.
The diff removes exactly 11 lines from the main specs, and each one is an intended edit: old Windsurf, Codex-prompt and frontmatter wording.
Wording added by earlier changes (allowed-tools, the getFilePath text, the Codex requirement, the Trae and OpenCode scenarios) is all still present.
Each claim was checked against the code: adapters/opencode.ts, adapters/claude.ts, adapters/devin.ts, and Devin's detectionPaths in config.ts.
simplify-skill-installation is not included. Its 16 MODIFIED requirements target names that never existed in the main specs. Main's Skill Generation still describes the old fixed 9 skills, so that change needs a real spec rewrite against current main, not a refresh.
Rebase each change's MODIFIED blocks onto the current main specs, keeping
scenarios and wording that landed after the change was written, then
archive. Archived in the order the changes shipped, so each block builds
on the ones before it.

config.ts writes them to the shared .agents root and keeps .codex only

ai-tool-paths said a former skill copy is removed only when it is
byte-identical, but migration also drops a former SKILL.md that differs
only in generated parts (version, line endings or BOM, older Codex
references), via isLegacyCodexSkillEquivalentToCurrent. The spec now
names that exception.
command-generation credited the OpenCode adapter with rewriting
`/opsx:` references; generateCommand does it before the adapter
formats the file, as the spec's own generator requirement says.
