Prepares lockstep 1.1.0 of all four bindings. It carries #503 (one cache root order, umask modes, read-only commands that never write, the 0.x hint), #505 (CHTYPES_CACHE_UNUSABLE, exit 9, and opt-in strict cache mode) and #507 (Rust EngineCell re-exported). Not in it: #499, #500.

A minor, not a breaking release. Every change is additive or a bug fix; no existing name or signature changes. The new public names (CHTYPES_CACHE_UNUSABLE, the strict-mode options, chtypes::EngineCell) are why it is a minor.

Two behaviour changes are called out under ### Changed in all four CHANGELOGs, in the same words:

  • a failed write under the cache is now CHTYPES_CACHE_UNUSABLE with reason unwritable (before: Go UsageError, Python raw OSError, TS UsageError, Rust SOURCE_UNREACHABLE);
  • Rust's default mode treats an unreadable record, entry or index.json as absent, where it used to report SOURCE_UNREACHABLE.

Changed: manifests (python/pyproject.toml, ts/package.json, rust/Cargo.toml), lockfiles (python/uv.lock, rust/Cargo.lock, examples/python/uv.lock, examples/rust/Cargo.lock), Go bindingVersion, and the four CHANGELOGs ([Unreleased] becomes [1.1.0] - 2026-10-06, an empty [Unreleased] kept).

No tag is pushed by this PR. Refs #486, refs #498.
