Make installable and updatable with Scoop

Would be nice if MDE Monitoring App could be installed and updated with Scoop.

I've already created a working Scoop manifest over at my bucket:

• https://github.com/o-l-a-v/scoop-bucket/blob/master/bucket/mde-monitoring-app.json

You could create your own bucket if you'd like ( https://github.com/ScoopInstaller/BucketTemplate ) and use my manifest as is or modify it. Or point people to using my bucket.

If using my bucket, install instructions would be:

• Prerequisite: Install Scoop: https://scoop.sh/
• Add my bucket: scoop bucket add <bucketname> https://github.com/o-l-a-v/scoop-bucket
  • I usually name my bucket "orb" like so: scoop bucket add orb https://github.com/o-l-a-v/scoop-bucket
• Install app: scoop install <bucketname>/<manifestname>
  • Example: scoop install orb/mde-monitoring-app

Describe the solution you'd like

• Use my Scoop bucket or create your own.
• Add install instructions to README.
