    It's puzzling, as System.Runtime.CompilerServices.Unsafe.il is checked in, and has just #include "coreassembly.h"

    This error appears if coreassembly.h cannot be found. (There is a typo, a quote, in the ilasm error, which is confusing..)

    C:\git\coreclr\src>type test.il
    #include "doesnotexist.h"
    C:\git\coreclr\src>ilasm test.il

    Assembling 'test.il'  to EXE --> 'test.exe'
    Source file is ANSI

    Including 'doesnotexist.h'
    test.il(1) : error : #include failed
    test.il(1) : error : syntax error at token 'doesnotexist.h"' in: include "doesnotexist.h"
