Our IBM Actions on POWER and Z team has recently introduced Ubuntu 26.04 runner images to production. This PR switches build workflows to use the newer image, introduces a new Ubuntu 26.04 binary for CPU as they are incompatible with Ubuntu 24.04, and IBM zDNN backend binaries.
Additional information
The s390x runners are only approved for use within llama.cpp and as such, I am unable to test it on my fork. If it breaks, I will investigate it immediately.
