Summary

Stacked on #6423. This branch contains #6423's commits; only the last commit (feat(jev): configure decision wording) is new here. Review #6423 first. Once it merges, this PR's diff shrinks to that one commit.

decisionPrompt lets an operator override the wording of the JEV decision question per combo:

  • levelInstructions: replaces the level-mode instruction. This applies both to the System One level question and to the classification sentence of the decisionModel level prompt.
  • route.{question, objective, evidence, neutrality, speed} and route.effortProfiles.<effort>: replace the route-mode instruction fields and the effort descriptions. These apply to the System One / TypeSafe route question. The decisionModel route backend keeps its fixed JSON-chooser instructions.

Behavior:

  • Defaults: the default wording now lives in the import-free decision contract. A field equal to its default is stored by omission. With no prompt set, or an empty one, the request bytes do not change; the golden fixtures cover route and level mode.

  • Validation: only the known fields are accepted. Each must be a non-empty string of at most 512 characters, with no control characters other than tab, LF and CR, and only on strategy: "jev" combos.

  • CLI: --decision-prompt <json|->. A management round-trip that omits the field keeps it.

  • Dashboard: a wording editor in the JEV decision section, with strings for every shipped locale. The hint notes that level descriptions matter most and that the text is sent to the decision service.

  • Within-level routing: with decisionLevelSelect: "route" (feat(combos): JEV quota signals and level decision mode #6423), the second-stage route question uses the decisionPrompt.route wording exactly like plain route mode, and levelInstructions applies to the level stage. Two new tests pin this.

Verification

  • Latest (68380bd): 280 pass across 26 files.

  • bun test tests/test-layout.test.ts tests/test-layout-tooling.test.ts tests/routing/jev-decision-prompt.test.ts: 24 pass. jev-decision-prompt.test.ts is registered in both layout maps (92b5e54), on top of feat(combos): JEV quota signals and level decision mode #6423's registrations.

  • bun x tsc --noEmit (root) and cd gui && bun x tsc -b: clean.

  • tests/routing/jev-decision-prompt.test.ts, level-mode, golden, CLI and model-backend tests, tests/gui, gui/tests/jev-* and gui/tests/fr-localization: all pass.

  • Routing eval with the built-in wording, on the production path: 92/99 on the labelled set and 56/60 on the held-out set. This matches feat(combos): JEV quota signals and level decision mode #6423, as expected, since unset wording leaves the requests unchanged.

  • CodeRabbit findings addressed: the feat(combos): JEV quota signals and level decision mode #6423 items above, plus prompt text rejects U+2028/U+2029 (cba86d7), and the docs state where wording applies per backend (6e4fd3c). The Codex reviewer did not run (usage limit).

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed. Guide, configuration and CLI references, and the ocx skill.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults. The wording is operator config sent only to the configured decision service. It is never logged and never stored in the decision record.

Ports the JEV pieces lidge-jun#6364 left out, on top of the decisionModel backend:

- decisionQuotaSignals: attach a cached, never-probed quota tier to each
candidate; route questions carry it per option, level mode ranks by it.
Absent quota leaves the decision request byte-identical.
- Background quota warmer, dormant unless a quota-aware jev combo exists.
- decisionMode "level" with decisionLevels / decisionFallbackLevel: the
decision backend classifies demand, ocx picks the level's first usable
candidate. Works through the System One service or decisionModel.
- Validation, sparse normalization, CLI flags, management round-trip
preservation, and quota/level fields on the persisted decision record.
- A stored decisionPrompt is carried through saves unchanged.

…uest bytes

- Provider id migrations re-point decisionLevels candidates with the targets
they name, so a renamed provider no longer leaves a config that fails to load.
- Golden fixtures pin the route-mode (TypeSafe and self-hosted, with and
without quota) and level-mode decision request bytes.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
- "Consider remaining account quota" checkbox in the JEV decision section.
- Decision mode selector with a read-only view of the stored levels; the
dashboard cannot edit levels and points to `ocx combo set --decision-levels`.
- Stale level candidates are flagged before Save, route mode offers Clear
stored levels, and leaving the JEV strategy warns that levels are dropped.
- Overview shows quota-aware and level mode.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
- `ocx combo set --decision-levels -` also clears a stored fallback level;
the listing row would otherwise resend it and the save was refused with
  "decisionFallbackLevel requires decisionLevels".
- The decisionModel route backend drops quota clauses and retries when they
alone push the prompt over the size cap, matching the System One path,
and reports quotaSent only when the quota version was sent.
- The quota warmer no longer registers its shutdown hook after a stop.

Walkthrough

JEV combos now support cached quota signals, level-based decisions, optional routing within a selected level, and configurable decision prompts. The CLI, management API, and GUI handle these settings. Decision records include applicable quota and level-selection metadata.

Changes

JEV decision controls

Layer / File(s) Summary
Contracts, validation, and configuration updates
src/combos/jev-decision-contract.ts, src/combos/jev-level-config.ts, src/combos/jev-prompt-config.ts, src/combos/types.ts, src/types/config.ts, src/types.ts, src/combos/index.ts, src/server/management/combo-routes.ts, src/cli/combo.ts, src/providers/provider-id-rewrite.ts, tests/cli/*, tests/routing/jev-level-mode.test.ts, tests/routing/jev-quota-signals.test.ts, tests/providers/provider-id-rewrite.test.ts
Shared contracts define quota tiers, decision modes, levels, selectors, and prompt fields. Validation and normalization handle these settings. The CLI and management API preserve or clear settings, and provider renames update configured level candidates.
Cached quota signals and refresh lifecycle
src/combos/jev-quota.ts, src/combos/jev-quota-warmer.ts, src/server/background-lifecycle.ts, src/combos/jev.ts, src/combos/jev-model-backend.ts, tests/routing/jev-quota-signals.test.ts, tests/routing/jev-quota-warmer.test.ts, tests/fixtures/jev-route-request-golden.json
Quota signals use fresh cached quota data. Route decisions can receive quota evidence, and level selection can rank candidates by quota. The background warmer refreshes quota data when an eligible combo exists. Oversized requests can be retried without quota evidence.
Level classification, selection, and decision records
src/combos/jev-level.ts, src/combos/jev-level-usage.ts, src/combos/jev-dispatch.ts, src/server/responses/core-combo.ts, src/usage/jev-stats.ts, tests/routing/jev-level-mode.test.ts, tests/routing/jev-level-model-backend.test.ts, tests/routing/jev-level-route*.test.ts, tests/server/server-jev-level-e2e.test.ts, tests/usage/*jev*.test.ts, tests/fixtures/jev-level*-request-golden.json
The resolver classifies task state, selects an eligible candidate and effort, and applies configured or default fallback behavior. Optional within-level routing makes a second decision under the shared deadline. Response handling and persisted decision records include applicable level, selection, usage, and quota metadata.
Decision request construction and prompts
src/combos/jev.ts, src/combos/jev-model-backend.ts, tests/routing/jev-decision-prompt.test.ts, tests/routing/jev-route-golden.test.ts, tests/routing/jev-level-model-backend.test.ts
Route and level decision requests accept prompt overrides. The JEV exchange handles request preparation, endpoint resolution, response limits, failure gates, and caller cancellation. Golden tests check request payloads across backends.
Workspace controls and localization
gui/src/combo-workspace-data.ts, gui/src/components/combo-workspace-*.tsx, gui/src/i18n/*, gui/tests/*jev*, tests/gui/*jev*
The workspace parses and serializes JEV settings, edits quota and prompt options, and displays level status, fallback, and stale candidates. It warns when stored levels remain after a strategy change. Localized strings and GUI tests cover the controls.
Feature documentation and test registration
docs-site/src/content/docs/guides/combos.md, docs-site/src/content/docs/reference/cli/agents.md, docs-site/src/content/docs/reference/configuration/routing.md, structure/providers/jev-decision.md, skills/ocx/SKILL.md, README.md, scripts/test-layout/layout.json, tests/fixtures/test-layout-expected.json
Documentation describes quota signals, level decisions, within-level routing, prompt overrides, and configuration semantics. Test-layout files register the new CLI, GUI, routing, and server tests.

Merge Risk: ⚪ Minimal · up to 68380

The reviewed change is mergeable after normal checks; the investigated routing edge case retains its configured fallback.

Security Architecture Review

Security architecture risk: 🔵 Low · up to 68380

Reviewed controls constrain routing to configured eligible destinations and preserve fallback behavior when decisions fail. No introduced vulnerability was established. Incomplete exposure and rollout evidence prevents a minimal-risk assessment.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The supported exposure is selection among an affected configuration's eligible provider/model targets and transmission of additional wording or quota evidence to its configured decision backend. The inspected flow does not grant returned decision text arbitrary destination or credential authority. Broader tenant or deployment exposure remains unestablished.

Trust Boundaries and Controls

  • observed — External decision output is constrained by locally offered options. Route choices must match the generated option map, and level choices must match offered level identifiers. The service exchange rejects redirects, unsuccessful responses, oversized bodies, invalid encoding, and invalid JSON before applying a decision.

Resilience and Maintainability Implications

  • observed — Quota evidence is advisory to selection rather than a source of additional candidates. Oversized quota-bearing route requests can be rebuilt without quota, and staged results record whether quota was transmitted even when routing later fails. The production caller reads cached quota synchronously rather than probing during selection; cache freshness and refresh recovery were not independently established.

- parseJevDecision reuses jevChoiceProbability and jevConfidence, so route
and level answers are validated by one implementation.
- Level descriptions reject U+2028 and U+2029, which JSON.stringify keeps
as raw line breaks in the decision request.
- The golden test no longer passes an option the resolvers do not declare.
- zh and zh-TW quota hint use full-width punctuation.

Scoped blocking layout review of the current head; this is not a full approval of the routing/quota patch.

The eight newly added runtime-domain tests (cli-combo-jev-level, combo-workspace-jev-level, jev-level-mode, jev-level-model-backend, jev-quota-signals, jev-quota-warmer, jev-route-golden, and server-jev-level-e2e) are absent from both scripts/test-layout/layout.json and tests/fixtures/test-layout-expected.json at this head. I checked the immutable head contents, not only the changed-file list. GUI-local tests have a separate convention; this request concerns the files under root tests/.

Please register every new runtime-domain test basename in both maps with its actual domain, then run bun test tests/test-layout.test.ts tests/test-layout-tooling.test.ts alongside the affected behavioral tests. Root AGENTS.md and the layout tooling require explicit registrations even when a regex seed happens to place a file correctly. Carry the same registration change through the dependent PR so its eventual dev diff is self-consistent, and re-attest readiness against the resulting head.

Also pin the screenshot evidence URL to an asset commit SHA rather than the mutable pr-assets-jev-6423-6424 branch before final readiness. No scan, live provider request or live configuration mutation was needed for this scoped check.

decisionPrompt lets an operator override the decision question wording:
`levelInstructions` for level mode (service question and the decisionModel
classifier prompt) and `route` instruction fields plus effort profiles for
route mode. Fields equal to the built-in wording are stored as omission, and
an unset prompt keeps the request bytes unchanged (golden fixtures).

- Strict validation: known fields only, non-empty, at most 512 chars, no
control characters except tab/LF/CR; JEV strategy only.
- CLI `--decision-prompt <json|->`; management round-trips keep it.
- Dashboard editor for the wording, with locale strings.

Prompt text now refuses U+2028 and U+2029 like the level descriptions do,
since JSON.stringify keeps them as raw line breaks. The golden test again
checks that unset and empty prompts leave the request bytes unchanged.

Guide, configuration reference, and CLI reference cover decisionPrompt,
its validation, the built-in defaults, and which fields reach a
decisionModel.

The routing reference and skill say that a decisionModel uses
levelInstructions only for level-mode classification, and the JEV
structure page documents decisionPrompt validation, default elision, and
per-backend application.

@Ingwannu thanks, both items are done here too.

  • Test layout: this branch includes feat(combos): JEV quota signals and level decision mode #6423's registrations for its eight root tests (2416b4b) and registers its own jev-decision-prompt → routing in both maps (92b5e54), so its eventual dev diff is self-consistent. bun test tests/test-layout.test.ts tests/test-layout-tooling.test.ts tests/routing/jev-decision-prompt.test.ts passes (24).
  • Screenshot: the description now points at asset commit ffccaeb1ae1841b5cfd124597c854c88a4f39abc.

I'll re-attest readiness on the new head.

The scoped layout/screenshot blocker is fixed in 92b5e54: inherited eight domain entries plus jev-decision-prompt are present in both maps and the screenshot is SHA-pinned. Dismissing only my superseded scoped change request; this is not full routing/quota approval, CI authorization, or a readiness waiver.

Merge feat/jev-level-quota (decisionLevelSelect "order"|"route") into
feat/jev-decision-prompt, keeping both decisionLevelSelect and
decisionPrompt across config types, CLI usage, dashboard drafts and
docs. Pin that the level stage sends levelInstructions and the
within-level route stage sends the same decisionPrompt.route wording as
plain route mode, while decisionModel keeps its fixed route instructions.

…le nits

Fix decisionLevelSelect prerequisite and quota wording, move the canonical
guide section into Level mode, link from reference pages, drop locale blocks,
match GUI hint styling, and pin the routed overview chip.

…idy level-select contract

Within-level routing no longer turns a classified level without a usable
candidate into a timeout once the budget runs out; it now returns the same
result as order selection. Add JEV_LEVEL_SELECT_PATHS for the persisted
normalizer, build the CLI check from JEV_LEVEL_SELECTS, split the
decisionLevelSelect validation into JEV-only and level-prerequisite
messages, aggregate stage usage once per return, drop a dead CLI clause,
and document the new fields and the exported resolver.

Merge feat/jev-level-quota (c2c1284, c0215db) into the decision-prompt
branch. Place the canonical Within-level routing section inside Level mode,
ahead of Decision prompt wording, link to it from the routing reference
next to Level mode before Decision prompt overrides, keep both the
decisionLevelSelect and decisionPrompt props in the add modal, and take
the corrected --decision-level-select prerequisite wording in the skill.
