Summary

Pull request CI currently runs the full suite four times over (test 1/4..4/4, about 10 minutes each) on every in-scope pull request. With many open PRs this keeps runners queued, and a green PR takes more than half an hour. This change adopts the batched model GOAT already uses (docs/operations/merging.md there): a fast lane per pull request, plus a full run on dev after each merged batch.

Fast lane (default for an in-scope pull request).

  • New test changed job: scripts/ci/run-changed-tests.sh runs scripts/test.ts --changed=<base tip> against the merge commit's first parent, so only the test files Bun's import graph reaches from the diff run, on one runner. A diff that reaches no test file passes with a notice instead of failing (gates already typechecked and linted it). The storage-policy and api-usage files stay out of this pool, because they keep their own fresh-process jobs. The file-size ratchet always runs, because it reads src as data and is the guard most often broken by the union of two green PRs.
  • gates, storage policy, api usage, the path-scoped smoke jobs and the policy gates are unchanged.
  • The four test N/4 shards are skipped on a fast-lane pull request.

Full lane. The four shards still run on a pull request when:

  • the PR carries the ci:full label at push time, or
  • the diff touches an input the import graph cannot follow: .github/workflows|actions|scripts, scripts/ci/, scripts/test*.ts, tests/preload.ts, tests/fixtures/, bunfig.toml, tsconfig.json, package.json, bun.lock, gui/package.json, gui/bun.lock.

scripts/ci/select-test-lane.sh makes this choice (changes.outputs.fast). It fails closed: malformed inputs fail the job, and a missing base parent selects the full lane. Push, dispatch and schedule always keep the full suite, so release qualification is untouched.

Aggregate gate. The ci job now expects test as not-requested and test-changed as requested on a fast-lane PR, and the reverse everywhere else. An unset CHANGES_FAST reads as the full lane.

Batched merges (MAINTAINERS.md, AGENTS.md CI policy). Merge green PRs one at a time. After roughly every five merges, run gh workflow run ci.yml --ref dev (default lane=all). If it is red, stop merging and fix dev. Always run it before a promotion to main. macOS/Windows still never run on a pull request.

The CI policy header says maintainers own this decision. The owner (@lidge-jun) requested this change.

Verification

  • Focused tests/ci-workflows files on this branch: ci-test-lane (new, git-fixture scenarios for the selector), ci-review-lanes, ci-scope-reduction (new fast-lane gate case), ci-scope-gaps, ci-workflows, file-size-ratchet, plus test-layout and test-layout-tooling: 302 pass / 0 fail.
  • The whole tests/ci-workflows/ directory: the only failures are 3 that also fail on unmodified dev on this host (local Bun 1.4.0 against the 1.4.4 pin: bundledBunPath provenance and spawnSync finalizer polling).
  • bun x tsc --noEmit, structure:check and git diff --check pass. ci.yml stays under the 2000-line ratchet threshold (1996 lines).
  • This PR touches .github/workflows/**, so its own CI takes the full lane. I will exercise the fast lane through a throwaway stacked PR before merging.

NOT RUN: the full local suite (owner rule for this repository; CI covers it).

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults.

Summary by CodeRabbit

  • Chores

    • Routine pull requests now use a faster set of checks, while changes to key testing or dependency areas continue to run the full Ubuntu test suite.
    • Pull requests can request the full test suite with the ci:full label. Non-pull-request runs continue to use the full test lane.
    • CI now checks that the expected test jobs ran and passed.
  • Documentation

    • Updated CI and merge guidance to explain test-lane selection and full-suite verification.

Walkthrough

The CI workflow adds fast and full test lanes for pull requests. It selects a lane from the event, CI scope, label, and changed paths. Fast-lane runs execute changed tests; full-lane runs use the four Linux test shards. The aggregate gate checks the expected result for the selected test job.

Changes: CI Test Lanes

Layer / File(s) Summary
Select the test lane
scripts/ci/select-test-lane.sh, .github/workflows/ci.yml, tests/ci-workflows/ci-test-lane.test.ts, AGENTS.md
The selector uses event type, CI scope, the ci:full label, and changed paths to choose a lane. The workflow exposes the selection, and tests cover lane selection and workflow wiring.
Run changed tests
scripts/ci/run-changed-tests.sh, .github/workflows/ci.yml, tests/ci-workflows/ci-test-lane.test.ts
The fast-lane job checks out the merge commit and base tip, installs dependencies, builds the GUI, and runs changed tests. The script handles a recognized no-tests result, then runs the file-size ratchet test.
Route test jobs and check CI results
.github/workflows/ci.yml, tests/ci-workflows/ci-review-lanes.test.ts, tests/ci-workflows/ci-scope-gaps.test.ts, tests/ci-workflows/ci-scope-reduction.test.ts, MAINTAINERS.md
Fast-lane pull requests skip the four full test shards; other applicable runs use those shards. The aggregate gate checks separate expectations for test and test-changed. The tests and maintainer policy describe these conditions and batched verification.

Merge Risk: Low · up to b7200

The fast CI lane can pass some regressions that the full suite would catch: release-version checks, and fixture paths that are renamed away. The full-suite runs on dev should still catch them after merge. Fetching tags in the changed-test job and using --no-renames in the selector are small fixes worth making before merge.

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Do not convert unrelated test-runner failures to success.

If a selected test prints No tests found! and the runner later times out, Lines 38–41 replace its nonzero status with zero when no N fail summary was printed. The same rule can hide another runner failure that has no failure-count summary. scripts/test.ts distinguishes timeout and interruption statuses, but this condition does not. Accept only a verified no-selection outcome; preserve timeout, interruption, and other failure statuses. (raw.githubusercontent.com)

Fetch release tags for the changed-test job.

If a fast-lane PR changes tests/ci-workflows/release-version-line.test.ts or its imported scripts/release-notes module, test-changed can run the release-version assertion. This checkout does not fetch tags. The assertion returns without checking the version when its tag list is empty, so this job can report success for a version regression that the full shards would detect. Add fetch-tags: true here, as the full-shard checkout does at Lines 676–686. (raw.githubusercontent.com)

Use --no-renames so a rename out of tests/fixtures/ still selects the full lane.

With rename detection on, git diff --name-only lists only the destination path of a rename. If a PR moves tests/fixtures/... to src/..., the full-lane regex on line 67 never sees the fixture path. The fast lane can then run without the fixture-reading tests. The fix is to list the old and new paths in the inventory:

With --no-renames, a move appears as a deletion of the fixture path plus an addition of the new path. The deletion matches tests/fixtures/ and selects the full lane. The flag also overrides any diff.renames setting in the environment. Add a rename-out-of-fixtures case to the lane selector tests.
