Summary

A runner or registry stall can leave bun install --frozen-lockfile printing only its banner until the job timeout cancels the run. On #7154 the api usage job (run 40633760444) installed root dependencies in about one second, then cd gui && bun install --frozen-lockfile produced no output for five minutes and the job was cancelled. That PR touches no GUI, lockfile or workflow file, so the red check said nothing about the change.

The five Ubuntu jobs that install root and GUI dependencies (test, test-changed, storage-policy, api-usage, gates) now call scripts/ci/bun-install-frozen.sh . gui. Each attempt runs under a GNU timeout deadline (45 s by default), all directories share one 150 s budget that includes the kill grace, and only an attempt the deadline killed (exit 124 or 137) is retried, at most three times per directory and never past the budget, with a ::warning:: per stalled attempt and an ::error:: when exhausted. A lockfile mismatch or any other install failure still fails immediately without a retry. Triggers, lanes, permissions, runners, matrices and job timeouts are unchanged; the macOS and Windows jobs keep their existing install steps because those runners do not provide GNU timeout.

A scan of the last 120 ci.yml runs (47 failed or cancelled) found no other install-step failure, so this stall is rare; the change keeps it from turning into an unrelated red check.

Verification

  • tests/ci-workflows/ci-bun-install-frozen.test.ts: asserts the five Ubuntu jobs use the script and no Ubuntu job keeps a bare root-then-GUI install; on Linux it runs the script against a fake bun for deadline-then-success (retried), lockfile mismatch (no retry, exit 1), three deadline kills (exit 124 with ::error::), root and GUI stalls ending at the shared budget (two attempts, under 7 s with a 4 s budget) and the exact install arguments. The behavioural cases skip on Windows; the same three scenarios were run locally through Git Bash with the expected exits and call counts (0/2, 1/1, 124/3, and 124/2 at the shared budget).
  • bun test tests/ci-workflows/ci-workflows.test.ts tests/ci-workflows/ci-gui-typecheck-gate.test.ts tests/ci-workflows/ci-bun-install-frozen.test.ts tests/test-layout.test.ts tests/test-layout-tooling.test.ts tests/ci-workflows/file-size-ratchet.test.ts: 194 pass, 5 skip, 0 fail on the first revision; the budget follow-up re-ran the new test, layout and ratchet files (12 pass, 5 skip, 0 fail).
  • bun run typecheck, bun run structure:check, bun run privacy:scan, git diff --check: passed.
  • NOT RUN: the full suite and a hosted run of the changed jobs before this PR's own CI.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults.

Summary by CodeRabbit

  • Chores
    • CI dependency installs now use a shared, time-bounded process across the affected jobs.
    • Install attempts can retry after timeouts within a configurable overall time budget; other failures stop without retrying.
    • Added automated checks for the install behavior and its use in CI workflows.

A registry or runner stall left 'cd gui && bun install --frozen-lockfile' printing only its banner until the api usage job hit its 5-minute timeout (run 40633760444). The Ubuntu jobs that install root and GUI dependencies now go through scripts/ci/bun-install-frozen.sh, which gives each attempt a 60 s deadline and retries only attempts the deadline killed (at most 3). Lockfile mismatches and other failures still fail at once.

Walkthrough

Five CI jobs now use a shared script to install frozen dependencies in the repository root and GUI. The script applies configurable timeouts and retries only timed-out installs. Tests cover its retry behavior, CI workflow wiring, and test-shard mapping.

Changes: CI frozen installs

Layer / File(s) Summary
Bounded install and retry behavior
scripts/ci/bun-install-frozen.sh, tests/ci-workflows/ci-bun-install-frozen.test.ts
The script checks for GNU timeout and runs frozen-lockfile installs with configurable deadlines, a shared time budget, and an attempt limit. It retries timeout statuses only. Tests cover timeout retries, ordinary failures, successful installs, and budget exhaustion across directories.
CI workflow adoption and coverage
.github/workflows/ci.yml, tests/ci-workflows/ci-bun-install-frozen.test.ts, scripts/test-layout/layout.json, tests/fixtures/test-layout-expected.json
The test, test-changed, storage-policy, api-usage, and gates jobs call the script for . and gui. Workflow tests check the five jobs and reject bare root-plus-GUI frozen-install sequences. The test-layout mapping and fixture assign the new test to ci-workflows.

Three 60 s attempts per directory could outlast the 5-minute storage-policy and api-usage jobs. Attempts now default to 45 s and all directories share a 150 s total that includes the kill grace, so retries end with time left for setup, the GUI build and the tests.

Reject configuration values that disable the install bound.

If BUN_INSTALL_ATTEMPT_SECONDS=0, GNU timeout disables its deadline. If BUN_INSTALL_KILL_GRACE_SECONDS=0, it disables the KILL escalation. BUN_INSTALL_MAX_ATTEMPTS=0 runs no install and reports exhausted retries instead. Validate positive durations and a positive integer attempt count before the loop. (gnu.org)

Track deadline expiry instead of retrying exit status alone.

GNU timeout can return 124 when the command itself exits 124 and 137 when the command exits or is killed with SIGKILL. Lines 29-30 therefore retry some non-deadline failures. If a later attempt succeeds, the script returns success and CI passes with a valid install tree, but the original failure is hidden.

This is a minor CI-policy gap, not a major failure: exhausted retries and other non-matching statuses still fail the job. Record an explicit deadline-fired state before retrying, and add a test whose fake Bun exits 137 immediately. Include the equivalent 124 case if the wrapper cannot distinguish it.

Skip GNU-timeout tests when the prerequisite is absent.

On a local macOS installation without GNU timeout, this suite runs all four behavioral tests, but the script exits 69 before it calls fake Bun. Restrict these tests to Linux or skip them when a GNU-compatible timeout is unavailable. The hosted macOS jobs install Coreutils before their test batches, so that setup does not protect local test runs. (raw.githubusercontent.com)

Exercise the shared budget across both directories.

The fake Bun uses one invocation plan and one call counter for both directory entries. With eight "hang" steps, the first directory can exhaust the budget and return 124. Because the script uses set -e, the outer loop then stops before the second directory. A per-directory budget reset would also pass the current status, calls, elapsed-time, and output assertions.

Use a plan where the first directory succeeds after a deadline retry, then stall the second directory. Assert that the second directory runs only for the remaining shared budget. This is a test-coverage improvement, not a current production failure.

Rechecked current head 8e008f80296e106cca806d15c303018270e220e6. The shared 150-second budget is present; the earlier budget finding is not repeated here.

Bounded, isolated fake-Bun tests (no dependency installation or network) confirm the existing retry-classification finding r4397056665: a child immediately exiting 124 or 137, then succeeding on its next call, was retried and the wrapper returned success. Each scenario made two calls and finished in approximately 0.02–0.03 seconds, before its one-second deadline. The exit code alone does not establish that timeout killed the attempt.

BUN_INSTALL_ATTEMPT_SECONDS=0 was also accepted without a configuration error with a short-lived child, supporting r4397056654; no unbounded process was started. The behavioral tests currently skip Windows only, so the missing-GNU-timeout condition on local macOS in r4397056669 still applies.

These are additional evidence for the existing threads. No parallel implementation, native macOS test, or CI retry was performed.

Update at 05:23 UTC: the maintainer merged this same head as 492c1a15228d3af69e313e1191be3e42dbb15e55 after exact-head CI and the bounded-install security review. The merge wait is complete. Their integration note explicitly leaves the stricter root-to-GUI shared-budget regression as non-blocking follow-up. The three cases above were not changed by this merge and remain recorded here; the security PASS does not by itself provide their functional disposition.

Maintainer integration decision: merging into dev at head 8e008f80296e106cca806d15c303018270e220e6.

  • PR CI on this exact head: all 20 checks passed, including the five changed Ubuntu jobs.
  • Independent security review: round 1 found one blocking item (three 60 s attempts per directory could outlast the 5-minute storage-policy and api-usage jobs). Fixed in 8e008f802 with a shared 150 s budget and 45 s attempts. Round 2: PASS, 0 blocking. No trigger, permission, runner, matrix, secret or lane change.
  • One non-blocking follow-up from round 2: the budget regression stalls the root install first, so it would not catch a per-directory budget reset. The reviewer verified real root-to-GUI budget sharing separately; a stricter test can follow.
  • Scratch merge with current dev (f9e7d939d) is clean.

A retry hole in scripts/ci/bun-install-frozen.sh, seen on #7893's test 2/4 (run 40665832619, job 122740569615, head 1ef955759). That PR only changes src/messaging/.

  1. Attempt 1 of bun install --frozen-lockfile in . hit the 45 s deadline and was killed (exceeded 45s (attempt 1/3)).
  2. Attempt 2 finished in 422 ms with 4 packages installed. The killed attempt had already extracted the packages, so the retry treated them as installed and never ran the bun package's postinstall (node install.js), which fetches the native binary.
  3. Both cases in tests/ci-workflows/ci-gui-typecheck-gate.test.ts then failed, because their fixture runs bun check through node_modules/bun:
error: $ bun check --no-script --noEmit
Error: Bun's postinstall script was not run.
…
To fix this, run the postinstall script manually:
  cd node_modules/bun && node install.js

So a deadline kill can leave a half-installed tree that the next attempt reports as success, and the failure surfaces later as an unrelated test failure. Possible repairs: remove the killed attempt's partial node_modules before retrying, or have the step fail unless node_modules/.bin/bun --version runs after the install. Either one turns this into an install-step error instead of a misattributed test failure.

I haven't changed the script. CI scripts are outside my lane, so I'm leaving the fix to whoever owns this. I'm rerunning only #7893's failed job, on the same head.
