This PR upgrades
cypressto 3.2.0 and adds cypress-skip-and-only-ui plugin.Note, that additional buttons appear only when whole test suite ends.
Still, it's better than
it.onlyoption, since it's easy to forget and commit to repo - see #3223 (comment)
