Github Releases 13.3.3, 13.3.4, and 13.3.5 do not have binary artifacts included

Release version 13.3.2 and many before have binaries published for the cli.
Versions >= 13.3.3 do not

This makes it more difficult to use these versions because the installer script also doesn't work with specific versions #15366.
