feat(web): queue messages sent client-side while the agent is working

Sending a message while a turn is running had two options: interrupt, or wait. Neither is good when you just want to add a note the agent should pick up on the way.

Now a message sent during a running turn waits as a dashed bubble at the end of the timeline, right where it will land. It goes out on its own when the agent finishes its next tool call, or when the turn ends. The arrow under the bubble sends it right away. The X puts it back in the composer. Stop returns every queued message to the composer so an interrupted turn does not restart itself.

The provider side already treats a mid-turn send as a steer of the active turn for every adapter, so the queue only decides when to dispatch. Only one message leaves per tool boundary. The queue holds while an approval or question is pending.

Verified against Codex in the dev app: two queued messages went out on consecutive tool boundaries and the agent acted on both. Send now and cancel were clicked live.

Web and desktop only. Mobile keeps its current send-while-running behavior.
