Problem

The preview:mac label only worked for same-repo PRs and produced an unsigned DMG that needed xattr to open. Vouched contributors working from forks got nothing, and the preview lacked the passkey entitlements a signed build carries for T3 Connect.

Doing this naively (label + vouch gate, then build the PR in a job that holds CSC_LINK/APPLE_API_KEY) would put the Developer ID certificate in the same job as PR postinstall scripts and Vite plugins. A label gate does not help once the job has started.

Fix

Split the preview into an untrusted and a trusted half, reusing the split release.yml already has between build_bundle and release-desktop.yml:

• desktop-macos-preview.yml (pull_request, contents: read, no secrets) builds only the JS bundle from the PR on a Linux runner and uploads it as js-bundle. Fork PRs are now eligible.
• desktop-macos-preview-publish.yml (workflow_run, runs from main) refuses unless the run produced a bundle, exactly one open PR matches the built commit and head repo/branch, the head still equals the built SHA, the label is still on, and mitchellh/vouch reports the author as bot/collaborator/vouched (it reads VOUCHED.td from the default branch via the API). It reads the version and the public T3 Connect identifiers from the built commit through the contents API (validated, never executed), re-publishes the bundle under its own run, and calls release-desktop.yml with ref: main, release_channel: preview, cli_archive: false, so preview signing is release signing by construction. The publish job re-checks state, label, and head SHA before and after upload; cleanup runs on pull_request_target for the write token and never checks out PR code.
• release-desktop.yml gets an optional relay_client_tracing input (default true) so previews can skip the production relay tracing artifact. release.yml is unchanged.
• docs/operations/release.md documents the split and its trade-off.

Trade-off: packaging, Electron dependencies, and native helpers come from main, not the PR. A PR that changes those still needs the maintainer channel=preview release train; the PR comment says so.

Verification

• YAML parses; actionlint reports only the repo's custom Blacksmith runner labels.
• This PR carries the preview:mac label, and the untrusted half ran on every push here and produced a 32 MB js-bundle artifact (see the "Desktop macOS Preview" check).
• The contents API resolves fork head SHAs from the base repo (checked against an open fork PR), so the resolve job works for forks.
• The workflow_run half can only be exercised once this file is on main, since workflow_run listeners come from the default branch; the first end-to-end check is the next labeled PR after merge.
• No screenshots: CI-only change with no UI.
