Moves vendor/tinystoragedrivers to v0.10.0 (44745d6; peer-bound busproxy streams, unicast watch signals, expired-blob sweep hook), the workspace version requirements to 0.10.0, and vendor/tinyinference to 3c5f234 (tinyinference#103, same tsd bump) so the tree keeps one tinystoragedrivers copy.
