feat(blobs): trait-level expired-blob sweep hook and tinybus tag pin - #39

…ased tag v0.1.5 BlobStore::sweep_expired and StorageBackend::sweep_expired_blobs let a host that holds Arc<dyn StorageBackend> schedule sweeps. Implemented for memory, sqlite, file, mongodb and s3; fenced handles refuse; conformance covers it. Co-authored-by: Medulla <medulla@tinyhumans.ai>
