Single-source extension capability, policy surface, service-name, and governance-default data so core, loader, settings, and SDK contract exports cannot drift independently. Route Claude/Codex plugin docs, Plan workflow examples, extension manifest examples, and guide-shell snippets to canonical sources while preserving current capability counts and smoke coverage. Update pm tracking and package-owned CHANGELOG.md via pm-changelog 2026.5.24-15; no manual changelog path was introduced. Verification: focused extension contract/default tests; docs-skills and Claude/Codex plugin smokes; manual isolated PM_PATH/PM_GLOBAL_PATH workflow; full release gate with 1736 tests at 100% coverage, package dogfood, compatibility, secret scan, Sentry, and telemetry.

The factory function currently uses structuredClone on a module-level template. While safe for the caller, it is more efficient and idiomatic to return a fresh object literal directly from the function. This avoids the overhead of deep cloning and the risk of Corrupting the template if internal module code accidentally mutates it (since Object.freeze is shallow).

Evaluated and intentionally left unchanged in this PR. SETTINGS_DEFAULTS is an exported default template throughout this module, and the settings store already clones it before consumer use (structuredClone(SETTINGS_DEFAULTS)). Freezing only extensions.policy here would be a broader behavior change from the existing mutable-template convention, while the loader fallback that needed runtime immutability is now frozen and covered by focused tests.
