製品担当の子レビューが独立したToDoを持たないとき、補助ツールの作業フォルダーを根拠に情報システム部へ昇格する問題を修正します。子担当の所有分類を稼働中の依頼元へたどり、製品の順位を維持します。

独立したToDoを持つ担当と有限の独立subworkは、その所有分類を保持します。終了・取り消し済みの親へはたどらず、循環も打ち切ります。実割当で確認したRe:X担当100・補助レビュー30の逆転を、合成データの回帰テストに追加しました。

ToDo2353のPR109後の実割当確認で発見しました。関連検査と別モデルレビューを実行中です。PCの空きメモリが13.1GiBで共有ビルドゲートの16GiB条件を満たさないため、ローカル検査は資源の空きを待っています。

Overview
Fixes job priority for queued child jobs that have no linked ToDo: they no longer pick up the helper/tool project rank (e.g. cc-ask → 30) when they should follow the active parent’s product.

job_ranks now resolves rank in a loop—use linked ToDo ranks when present, otherwise walk parent_job_id through queued/starting/running parents (skip finished/cancelled, stop on cycles), while independent subwork and jobs with their own ToDo still use their own classification.

Adds regression test helper_directory_does_not_promote_a_product_review_to_it for Re:X parent (100), inherited review child (100), SocialPilot-owned child (10), and independent subwork (30).
