新20候補の評価を、既存21・追加45と重ならない3つ目の読取範囲として反映します。全体はraw本文474件、伏字付き手順を含め475件です。6mile内は86候補をraw84・伏字付き1・許諾文のみ1に分け、支持765件も全文/伏字付き手順/走査/保存のみ/未保存を区別します。

保存済み本文72145候補の機械照合も記録します。正規化可能72118候補とUTF8未解決27候補を分け、既採用手順と本文が一致する比較候補8件を残しました。これは意味の読了・個別許諾・ヘルパー同一性・最終重複除外の証明ではありません。未取得428と取得保持647の再取得は行っていません。

読取判定を共有化し、全3範囲のID集合・raw/workflow集計・全live採用行を横断して照合します。公開する出典行・許諾略号の展開・補正対象IDにも、原報告から独立に求めた指紋と負例を追加しました。PR430で受入れ済みの記録を閉じ、引継ぎの未採用案を本人方針へ昇格させず、全候補の扱いを保持しています。

新規32・統合3・除外8・未判定/保留73177は変わりません。この差分で中央の読書きや実採用は増やしていません。元3048/バックアップ/保留と全16資料の残作業を維持します。Related #283（依頼全体は未完）。

確認済み:

• 関連Go packageの go test -count=1 ./... と go vet ./... が成功。新20の担当/伏字付き走査/unknownbytes/コピー許諾/最終採否の負例、3範囲の重複/未評価行、公開namespace/許諾/補正IDの負例を確認。
• 143入力のraw SHA/bytes/属性適用後Git blobがテスト前後で一致し、コミット内も全143一致。git diff --check が成功。
• 原応答74410Bを保存し、全20評価の意味・権利・限界を親が読了、job/native Sonnet5.5/maxを照合。原本20本文160018B/20noticeと保存117source-path（gzip実体114）、支持状態を独立照合。親が全raw本文を再読した主張とは分ける。

固定差分の別モデルレビューと、このheadのCI終了後に通常マージします。

Overview
This PR records a third 6mile reading cohort (next20) alongside the existing first21 and next45 batches, bumps aggregate coverage to 474 raw / 475 workflow paths (86 assessed within 6mile), and adds acceptance prose plus progress/index updates—without changing adoption totals (still 32 new / 3 integrated / 8 excluded).

It also closes PR430 public-delta review for RSS/season skills and restructures public_delta_acceptance across ledgers into accepted_head, original_review, and correction_review (MCP pointer entries similarly updated).

A new skills-3080-body-alias-scan.json captures machine triage over saved catalog bodies (72k+ occurrences mapped, 27 UTF-8 pending, 8 normalized-body alias leads vs canonical adoptions), explicitly not granting reads, licenses, or final duplicate dispositions.

Go catalog tests are generalized for all three cohorts (validateReceivedReading, cohort index/projection), with new suites for next20 reception, public reading relations, and body-alias scan invariants; next45 policy corrections use empty inventory_ids arrays instead of [null].
