emrg: evolution_prompt quick-ref for #675/#676 (installer CloseApplications=no + name definition)

Update the implemented-features quick reference in evolution_prompt.md with two missing entries:

1. emrg: Windows installer CloseApplications=no + release v0.2.25 #675 — Windows installer CloseApplications=no (Inno Restart Manager false positives on non-EMRG processes; EMRG shutdown handled by R124 stop-emrg.cmd) + v0.2.25 release version bump across 8 files.
2. emrg: README/Agent.md name definition — Emergence (emerge) + letter expansion #676 — README/Agent.md name definition: EMRG = Emergence (emerge) / Evolving Micro-kernel, Rant-driven Growth, symmetric across EN/CN/Agent.md.

Both PRs merged to master today (c8eb77a, 0a50e6e); the quick-ref keeps the anti-duplicate-work machinery accurate for future evolution cycles. No functional changes.
