Summary

  • Adds an opt-in self-hosted decision service for JEV Auto combos (strategy: "jev"), so the route/effort decision can run on a local Jev-API-compatible model such as Ollama's open-weight tev1 (Ollama ≥ 0.35, POST /v1/systemone) instead of TypeSafe.
  • New combo fields: decisionProvider (names a provider row with adapter: "jev-decision"; omitted or "jev" = TypeSafe, unchanged) and decisionTimeoutMs (1000–120000, default 4000; cold local loads can take tens of seconds). CLI: ocx combo set --decision-provider <id|-> --decision-timeout <ms|->.
  • Self-hosted row: baseUrl is the full endpoint (must end in /systemone), model = defaultModel → models[0] (no model ⇒ unusable, falls back without a request), no Authorization header when the row has no key. Criteria are sent as description strings (Ollama rejects object criteria with HTTP 400 choice criteria must map option keys to descriptions or null); option count is checked before sending (<2 → no_choices, >26 → invalid, no round-trip).
  • TypeSafe path is byte-identical to dev: same URL, jev-latest, structured criteria, env-key fallback, isCanonicalUrl proof, 4 s deadline (asserted by a body-equality test). jev always means TypeSafe; a self-hosted service needs a differently named row.
  • Dashboard: when a combo's strategy is JEV, the editor and the "Add combo" dialog show a Decision service select (TypeSafe default plus configured jev-decision rows; disabled rows, rows whose URL doesn't end in /systemone, and rows with no model are labelled and can't be picked) and a Decision timeout (ms) input. The Combos overview lists each JEV combo's decision service, URL and timeout. "Create JEV Auto" is offered for self-hosted rows (keyless allowed; canonical jev still needs its key) and pre-fills decisionProvider. JEV hint texts no longer say "TypeSafe" unconditionally. Shared bounds/default live in the import-free src/combos/jev-decision-contract.ts, used by both server and GUI. 11 new keys translated in all 10 locales.
  • Decision rows are excluded from catalog discovery; the connection test covers self-hosted rows; deleting a provider referenced as decisionProvider is refused (DELETE and bulk editor); rewriteProviderReferences follows decisionProvider.
  • The management API (and so the CLI) refuses to save a decisionProvider row that is disabled or has no model, matching the dashboard; config-file load stays lenient so disabling a referenced row never makes the config unloadable (the runtime then falls back to the combo's normal routing).
  • A provider PATCH that would retarget a row referenced as decisionProvider (adapter other than jev-decision, or a baseUrl not ending in /systemone) is refused with 400 naming the combo; disabling that row is still allowed.

Example:

"providers": {
  "ollama-tev1": {
    "adapter": "jev-decision",
    "baseUrl": "http://127.0.0.1:11434/v1/systemone",
    "allowPrivateNetwork": true,
    "liveModels": false,
    "defaultModel": "tev1:4b"
  }
},
"combos": {
  "auto": { "strategy": "jev", "decisionProvider": "ollama-tev1", "decisionTimeoutMs": 8000, "targets": [ ... ] }
}

Security-boundary note (requests explicit security review)

This touches credential routing and outbound transport policy, which AGENTS.md/MAINTAINERS.md ask to be security-reviewed explicitly:

  • TypeSafe credentials (the jev row key, TYPESAFE_API_KEY, JEV_API_KEY) are only ever sent to https://api.typesafe.ai/v1/systemone. A self-hosted row uses only its own key; a self-hosted apiKey that references TYPESAFE_API_KEY/JEV_API_KEY or another provider's keychain entry makes the row unusable.
  • providerOutboundPost gains a caller-owned opt-in, allowLocalCleartextPost, used only by the JEV client. Cleartext http: is admitted only when the row itself sets allowPrivateNetwork: true, the host is exactly localhost or an address literal in a narrow allowlist (127/8, ::1, ::ffff:127.0.0.0/104, 10/8, 172.16/12, 192.168/16, fc00::/7), every resolved answer is in that allowlist, and no proxy (global, per-provider, or DNS-failure fallback) applies. All other callers are unchanged.
  • Pre-existing gap closed: the connection test for a retargeted jev row (name jev, jev-decision, not matching the registry transport) no longer falls through to the generic models probe with the stored key; it returns applicable: false without sending.

Known limitations

  • If a combo's decision provider is later disabled, saving that combo (dashboard, API, or CLI) is refused until another service (or TypeSafe) is picked.
  • If jev-auto already exists, "Create JEV Auto" from a self-hosted row opens with the same id/alias and the dialog flags the clash.
  • The decision state content (bounded task text, assistant tail, tool-output tail) is unchanged and applies equally to TypeSafe.

Verification

  • bun run typecheck — pass.
  • Focused: JEV decision, JEV provider-combo (new file, registered in layout.json and test-layout-expected.json), server JEV combo e2e (real loopback Bun.serve), provider-outbound (cleartext allow/refuse matrix incl. resolver-answer and proxy/DNS-failure branches), egress, Ollama show, CLI headless parity, combo management API, combos, provider-id rewrite, file-size ratchet, test-layout, structure, skill-ocx, docs-* — 29 files, 805 pass / 0 fail.
  • bun run structure:check, bun run skill:surface:check, bun run privacy:scan — pass.
  • bun run test:changed (1351 files) — 27341 pass / 51 skip / 21 fail; the failures are confined to cli-help, service*, native-codex-toggle, native-grok-toggle, serving-runtimes. In isolation only the three documented systemd-in-container failures remain, and they also fail on an untouched checkout of the base commit 6538001e2. Full-suite parallel run: 34047 pass / 57 skip / 9 fail with the same environment-only profile.
  • Follow-up commits 4a58add / 304bd4a (save-time decision-row usability; provider PATCH retarget guard): bun run typecheck, structure:check, privacy:scan pass; the 23 test files exercising PATCH /api/providers plus the JEV/combo suites — 784 pass / 1 fail. The one failure, tests/adapters/openai/openai-provider-option-e2e.test.ts ("keeps Pool, Direct, and API ownership stable…", blockedUpstreamWebSocketUrls empty), fails identically on the untouched base commit 6538001e2, so it is environment/pre-existing, not from this PR.
  • Live smoke against real Ollama 0.35.0 + tev1:4b (RTX PRO 6000, model warm) through the real resolveJevDecision → providerOutboundPost path: gate: "apply" for 127.0.0.1 and localhost rows (192–225 ms, ~600 input tokens); connection test ok: true (163 ms). A row without allowPrivateNetwork is refused before sending. Observed cold first load ≈ 53 s — with the default 4 s deadline each aborted request makes Ollama cancel the load, hence decisionTimeoutMs and the pre-warm / OLLAMA_KEEP_ALIVE=-1 docs note.
  • GUI: gui tsc -b, lint/lint:i18n (run under bun; local Node 20 cannot load the .ts ESLint plugin on any branch), React Doctor 0.9.11 changed-scope (no issues), bun run build:gui, full gui/tests 2651 pass / 0 fail, touched GUI test files with --isolate pass, root tests/gui + ratchet + layout + hygiene + combo API 546 pass. New DOM tests cover stored-missing provider, disabled row, out-of-range timeout (no PUT sent), deep-link fallback.

Level mode, quota signals and configurable decision wording

Folded in from draft #6348 (now closed) at the maintainer's request: commits 4b5c636db…1988a7180 on top of 304bd4aae.

  • Quota signals (route mode, opt-in decisionQuotaSignals): each option's criterion carries the provider's cached quota tier (healthy < 70 % / limited 70–90 % / nearly exhausted ≥ 90 %, worst of 5h/weekly/monthly and the model-family window; rows older than 30 min ignored). Self-hosted gets a short clause per option plus instructions.quota; TypeSafe gets a structured quota field (unverified live). Advisory only; never makes a target ineligible. If quota text would push the request over the 64 KiB cap, the request is rebuilt without it.
  • Level mode (decisionMode: "level"): the decision model only classifies the next call into one of six demand levels (trivial, routine, hard, deep, agentic_heavy, agentic_light, only configured levels are offered); ocx then picks deterministically from that level's decisionLevels.<id>.candidates (each must name a combo target and an allowed effort), skipping ineligible ones with the same rules as route mode. With decisionQuotaSignals on, candidates are ordered healthy/unknown → limited → nearly exhausted (stable within a tier). A level with nothing usable falls back to decisionFallbackLevel (default routine); a failed decision fails open exactly like route mode. Persisted logs gain bounded optional level, levelPath (chosen|fallback_level|fail_open) and a quota-tier summary; old rows still parse.
  • Background quota warmer: while any JEV combo has quota signals on, quota is refreshed every 12–15 min (first run 1–4 min after start, single-flight, off the request path, outside the core path per the lab-boundary guard). It refreshes every configured provider, because a published report replaces the whole cache.
  • Configurable decision wording (decisionPrompt): levelInstructions and route-mode question/objective/evidence/neutrality/speed/effortProfiles; level descriptions via decisionLevels.<id>.description. Omitted/empty ⇒ built-in defaults ⇒ requests byte-identical (golden fixtures recorded from the pre-change commits 91cc62a4d for route and 47581f7a0 for level). Each field ≤ 512 chars, control chars other than tab/LF/CR rejected; the 64 KiB request cap still fails open.
  • Dashboard: decision mode selector, quota-aware toggle, read-only per-level candidate table, a Decision prompt editor showing the effective text with per-field reset (editing a level description keeps its candidates), stale-candidate guidance, "Clear stored levels" (route mode), and a warning when leaving jev would discard levels. New strings in all 10 locales.
  • CLI: --decision-quota <on|off|->, --decision-mode <route|level|->, --decision-levels <json|->, --decision-fallback-level <level|->, --decision-prompt <json|->. ocx combo set <id> without --targets now updates an existing combo in place (target reasoningEfforts/modelProfile/weight/lastResort and unmentioned fields preserved; - clears); --targets is still required to create.
  • Config integrity: rewriteProviderReferences also re-points level candidates; provider deletion is guarded through targets; decisionFallbackLevel without levels is refused.

Performance evaluation (level mode)

Measured against five targets × two efforts (10 options): gpt-6-luna [low,max], gpt-6.1-sol [low,xhigh], gpt-6-astra [low,xhigh], claude-sonnet-5-5 via Cursor [low,xhigh], and claude-opus-5-5 [low,xhigh]. The decision endpoint was a self-hosted Ollama 0.35 tev1:4b endpoint.

Evaluation sets: (A) 99 author-labelled tasks spanning six demand levels and five task characters, including tool-result turns, >500-character prompts, delegated-subagent prompts, Korean, and terse prompts; (B) a 60-task held-out set independently written by a separate agent that never saw the level descriptions (10 per level, 12 Korean). Labels are author judgments of which model:effort options are adequate under a “cheapest adequate” policy, not ground truth. A hit means the selected option is in that judged-adequate set.

Approach Set A (99) Set B held-out (60) Avg decision latency Max decision input tokens
Route mode (model picks target × effort) 75% (74/99) 82% (49/60) ~0.50–0.55 s ~1,400–1,490
Route + low-confidence escalation (p<0.30 & low → high effort; experiment, not shipped) 89% (88/99) 93% (56/60) ~0.45–0.56 s ~1,400–1,490
Two-stage per-bucket benchmark grade/cost tiers (experiment, not shipped) 73% (72/99) — ~0.63 s ~1,630
Level mode (this PR) 92–93% (91–92/99) 93% (56/60) ~0.25–0.32 s 538 / 462

Route mode on set A selected hard tasks correctly 6/17 and agentic-heavy 4/10; misses were under-provisioning (24/25 selected low effort, p≈0.18–0.34). Level mode reached hard 12/17 and agentic-heavy 10/10; remaining misses were level misclassification (hard work read as routine), not candidate selection. Adding per-task-type capability/cost tiers made the model confidently choose cheap “good” options for hard work (hard 1/17), so that experiment was dropped. Low-confidence escalation threshold was cross-validated over 20 random half splits (tuned 0.30–0.33; held-out 76%→89%); this was motivation, not shipped behavior.

Quota experiment: in route mode, quota text per option plus an instruction moved a hard task from gpt-6-astra to claude-sonnet-5-5 when OpenAI was marked ≥90% used (p 0.30→0.35; weak effect). In level mode with OpenAI nearly exhausted: hard/agentic_heavy selected sonnet:xhigh, deep selected opus:xhigh, and routine selected opus:low; trivial/agentic_light remained luna:low because their lists were OpenAI-only (list order decides), deterministically as designed.

Caveats: labels are policy judgments; evaluation used one decision model (tev1:4b); TypeSafe hosted service was not live-tested with the level question. Quota tiers use the provider's displayed row (active account / pool total), not the per-request routed account.

Re-measurement note: a later rerun of set A with this branch and with the untouched pre-prompt-config commit both gave 91/99 with identical picks on every task; the earlier 92 came from one borderline task (routine 0.420 vs hard 0.411) that flipped between days. The exact request bodies for that task are byte-identical between the two commits (SHA-256 checked) and six repeats are deterministic, so the difference is decision-service numerical variation, not a code change.

Wording sensitivity (tev1:4b): overriding the level instruction barely moves decisions ("classify every request as deep" took a trivial prompt from trivial 0.99 → 0.95, deep stayed 0.01), while editing a level description does (adding arithmetic to the deep description took deep 0.00 → 0.18). The decision model follows the criteria (level descriptions; option strings in route mode) far more than the instruction text; the docs and the dashboard hint say so.

Verification (folded-in commits)

  • bun run typecheck, structure:check, skill:surface:check, privacy:scan, file-size ratchet, test layout, GUI tsc -b, GUI lint/lint:i18n (under bun --bun), React Doctor changed-scope (no issues), build:gui — pass.
  • Focused JEV/combo/CLI/server suites (level mode, quota signals, quota warmer, route golden, level golden, decision prompt, provider-id rewrite, e2e) — all pass; root tests/gui 475/475; touched GUI DOM tests with --isolate pass.
  • bun run test:changed — 29,919 pass / 51 skip / 24 fail. Re-run in isolation on the branch and on the base, results are identical: only the documented systemd/Docker service failures remain (3); the rest pass alone on both trees (parallel-run interference, incl. three timing-sensitive files: 148 pass / 0 fail each in isolation).
  • Live on a self-hosted tev1:4b: level mode 91–92/99 and 56/60 as above; a custom levelInstructions reaches the wire (HTTP 200); installed build end-to-end: combo/tev-auto request → level trivial → gpt-6-luna:low (levelPath: chosen), and ocx combo set tev-auto --decision-prompt ... / - round-trips without touching target settings.

Summary by CodeRabbit

  • New Features

    • JEV Combos can use a configured self-hosted decision service, such as Ollama, instead of the default service. Choose the service and optionally set a decision timeout in the dashboard or CLI.
    • The dashboard displays decision-service settings and status, and supports creating JEV Auto Combos from eligible services.
    • Self-hosted services can work without TypeSafe credentials; those credentials are not sent to them.
  • Documentation

    • Added guidance on setup, endpoint requirements, timeout limits, network settings, and fallback behavior.

…sion models

A JEV Combo can name its decision service with `decisionProvider`. Omitted or
"jev" keeps the canonical TypeSafe request byte-identical (same URL, env-key
fallback, isCanonicalUrl proof, structured criteria), except that a canonical
`jev` row's defaultModel may replace jev-latest. Any other id must be a
configured `adapter: "jev-decision"` row, e.g. Ollama tev1 at
http://127.0.0.1:11434/v1/systemone: its baseUrl is the full endpoint, its
model is defaultModel/models[0]/jev-latest, and route options are sent as
description strings, which Ollama's System One endpoint requires.

Security invariant preserved: TypeSafe credentials stay pinned to the
canonical URL. The `jev` id always resolves there (a retargeted `jev` row is
still ignored, not treated as a custom destination), and a self-hosted row
receives only its own apiKey, or no Authorization header at all.
TYPESAFE_API_KEY, JEV_API_KEY and the jev row key are never sent to a custom
URL (regression-tested). The row itself is the outbound provider config, so
loopback requires its own allowPrivateNetwork; redirects still fail closed.
providerOutboundPost gains a caller opt-in, allowLocalCleartextPost, used only
by the JEV client, that admits http: solely for a literal loopback/localhost/
private address the row allows; public literals and hostnames keep the
HTTPS-only POST gate.

Also: decisionTimeoutMs (1000..120000, default 4000) for slow or cold
self-hosted models; shared combo validation for unknown/non-decision/non-jev
use; management saves and GUI round-trips keep both fields; provider deletion
is refused while a combo names the row; every jev-decision row is excluded
from catalog gathering and gets the bounded decision connection probe;
`ocx combo set --decision-provider/--decision-timeout`; docs, README locales
and structure docs.

…low-ups

Cleartext POST gate (src/lib/provider-outbound.ts): allowLocalCleartextPost
now admits http: only when the row itself sets allowPrivateNetwork: true (a
registry default such as `ollama` no longer counts) and the host is exactly
`localhost` or an address literal in a narrow allowlist (127/8, ::1,
::ffff:127.0.0.0/104, 10/8, 172.16/12, 192.168/16, fc00::/7). CGNAT, NAT64,
benchmark, link-local, metadata and unspecified addresses never qualify.
Every resolved answer must stay inside the allowlist, any applicable proxy
(global, provider route, or the DNS-failure degradation) is refused, and an
injected executor must be given an address literal.

Self-hosted decision rows: the baseUrl path must end in /systemone (checked
by combo validation and at request time); a row needs its own defaultModel
or models[0] (jev-latest is never sent to a self-hosted host); an apiKey
referencing TYPESAFE_API_KEY/JEV_API_KEY or another provider's keychain
entry makes the row unusable; option counts outside 2..26 fail open without
a round-trip (no_choices / invalid). No gate union member was added.

Canonical TypeSafe request is byte-identical to before again: a `jev` row's
defaultModel/models are ignored. Explicit decisionProvider "jev" validates
exactly like omission and is stored sparsely. A retargeted `jev` row is no
longer connection-tested through the generic /models probe with its stored
key; it reports not-applicable. rewriteProviderReferences follows
combos[*].decisionProvider. Probe wording for disabled/unusable custom rows,
CLI bounds from shared constants, CLI reference docs, structure docs.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
A JEV Combo's editor (and the add dialog) now shows Decision service
(TypeSafe JEV by default, or any configured adapter "jev-decision" row
other than jev, with its endpoint) and Decision timeout (ms), both hidden
for other strategies. A JEV save sends decisionProvider and
decisionTimeoutMs explicitly, null meaning default, so the dashboard can
clear them; switching away from jev drops both from the draft and the
payload, matching backend validation. The timeout bounds mirror the
server constants and a test asserts they match.

The Combos overview lists each JEV Combo's decision service, endpoint and
timeout. Create JEV Auto is offered for self-hosted jev-decision rows,
keyless included (canonical jev still needs its key), and prefills that
row as decisionProvider via ?decisionProvider= on the deep link.

Strings in all ten locale catalogs; docs note the dashboard controls.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
The decision-service picker now annotates and disables rows the server
would reject or the runtime would skip: disabled, a baseUrl not ending in
/systemone, no defaultModel/models[0], a missing row, or a row that is not
a decision service. A stored but unusable id stays selected with its
reason so opening the editor never rewrites it, and validateComboDraft
reports invalidDecisionProvider before Save sends a request. Create JEV
Auto uses the same usability check, and a deep link naming an unusable
row falls back to TypeSafe.

A jev -> other -> jev switch keeps the draft's decision fields; only JEV
compares or sends them. The timeout bounds and default now live in the
import-free src/combos/jev-decision-contract.ts shared by server and GUI.
Timeout errors carry {min}/{max}, the select and timeout input are tied
to their hints with aria-describedby, and the JEV strategy and
model-notes hints no longer name TypeSafe, in all ten locales.

Merge Risk: ⚪ Minimal · up to 304bd

The provider-management changes protect referenced decision services from invalid edits while preserving supported endpoint updates and disabling. No merge-blocking issue is established; merge after normal checks pass.

Security architecture risk: 🟡 Moderate · up to 304bd

Authentication and outbound restrictions limit the new service integration. However, a failed settings save may leave a newly selected recipient active, creating a privacy-relevant rollback gap.

Retained concerns

  • Medium · reliability · inferred: The new decisionProvider selection becomes live before its configuration is persisted. If persistence fails before publication and the server continues serving requests, the selected service can receive decision-state text despite the failed update. The assignment-before-save pattern is inherited, but this PR extends its failure exposure to the new decision-service recipient.
Security review details

Security Blast Radius

  • inferred — The disclosure scope is request-derived decision state for JEV combos using the selected provider row. Changing a shared row can affect multiple referencing combos. Ordinary request content influences decisions but does not itself grant destination-configuration authority.

Security Findings and Attack Paths

  • inferred — The supported failure path requires an authorized combo update followed by a pre-publication save failure: live decision selection changes first, persistence throws, and no local rollback restores the old selection. Subsequent disclosure depends on continued service operation, which was not directly traced. No unprivileged exploit path was established.

Trust Boundaries and Controls

  • observed — Production management dispatch follows authentication admission. Administrative credentials and authorized browser sessions are distinct principals; browser mutations require matching origins and a CSRF token. These admission paths are unchanged between the PR base and head.
  • observed — The new HTTP exception requires caller opt-in, the row’s explicit private-network permission, localhost or an allowed local address, no effective proxy and allowed DNS answers. Built-in direct transport pins the validated peer. Redirects are rejected. Permitted LAN HTTP still carries decision text and any configured bearer credential without transport encryption.

Resilience and Maintainability Implications

  • observed — Disk persistence uses atomic replacement and distinguishes errors after publication. Provider PATCH restores live state on failures before publication, but combo PUT lacks that transaction boundary. Atomic file replacement alone therefore does not establish live-routing rollback.

Hardening Proposals

  • proposed — Give combo destination updates a live-state transaction boundary: restore the previous routing state on failures before disk publication, preserve committed state after publication, and verify subsequent request routing and restart recovery for both outcomes.

GUI(jevDecisionRowIssue)는 막고, 런타임은 missing_key로 열리며 넘어갑니다.

The management API (and so the CLI) accepted a decisionProvider row the
runtime would always skip: a disabled row, or one with no defaultModel
and no models[0]. The save succeeded and every decision silently fell
back. The dashboard already blocked both; the server now matches it via
a save-time requireUsableDecisionService option, passed only by the
combo PUT route. Config-file load stays lenient so disabling a
referenced row never makes the config unloadable.

Comment thread src/combos/types.ts
A non-pacing PATCH /api/providers could retarget a row that a JEV combo
names as its decisionProvider, e.g. switch its adapter away from
jev-decision or move its baseUrl off /systemone. The save succeeded,
the combo then failed its load-time checks, and the next reload
salvaged the whole combos entry away; until then every decision fell
back. The POST and bulk-editor routes already validate the complete
candidate config; PATCH only did so when pins were touched.

An editor PATCH on a row some combo names as decisionProvider now runs
the same full candidate validation, before the await-free commit (400)
and again under the mutation lock (409 on a racing change). Disabling
the row, pacing-only patches, and the existing pin validation are
unchanged.

A JEV Combo with decisionQuotaSignals: true tells the decision model how
much subscription quota each candidate target has left, so it steers away
from nearly exhausted accounts. Off (the default) the decision request is
byte-identical for TypeSafe and self-hosted services.

The signal is read synchronously from the cached provider quota report
rows behind `ocx provider quota` (Codex pool aggregate, else the active
account or key) and never probes; rows older than 30 minutes, windows
whose reset passed, and targets without data send nothing. The worst of
the 5h/weekly/monthly meters and a matching model-family window sets the
tier (<70 healthy, <90 limited, else nearly exhausted). Self-hosted
services get one clause inside each option string plus
instructions.quota (the placement measured to move tev1); TypeSafe gets
a structured quota object per criterion. A body that overflows the
request cap only because of quota is sent without it, and the decision
log keeps only per-tier target counts and the picked tier.

Validation, sparse storage, management preserve-on-omit and CLI
`--decision-quota <on|off|->` follow decisionProvider/decisionTimeoutMs.
The JEV section of providers-and-adapters.md moves to providers/jev.md
to stay under the structure line budget.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
The JEV combo editor gets a "Consider remaining account quota" checkbox
next to Decision service and Decision timeout. The dashboard sends
decisionQuotaSignals explicitly (false clears it) for JEV combos only,
and the Combos overview marks quota-aware JEV rows. Copy in every locale.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
A JEV Combo with decisionMode: "level" asks the decision model only to
classify how demanding the next call is (trivial, routine, hard, deep,
agentic_heavy, agentic_light) and picks the target and effort from a
per-level candidate list in decisionLevels. Measured with a self-hosted
tev1:4b on a 99-task labelled set and a 60-task held-out set, level
mode picked an adequate target/effort 93% of the time on both, against
75%/82% for route mode, with about a third of the input tokens.

- The level question is one plain choice question over the configured
  levels with the eval-validated default descriptions; state is
  buildJevState without operator notes, and no target or quota text is
  sent. The transport (endpoint, credential pinning, cleartext policy,
  deadline, no-redirect, bounded response) is now exchangeJevDecision,
  shared with route mode, which stays byte-identical.
- Selection is synchronous: the level's candidates in order, restricted
  to the route-mode eligibility set; with decisionQuotaSignals the
  cached quota tiers order the level stably (healthy or unknown, then
  limited, then nearly exhausted). No usable candidate tries
  decisionFallbackLevel (default routine), then fails open; a failed
  decision fails open with the existing gates.
- Validation, sparse normalization, management preserve-on-omit and
  CLI --decision-mode/--decision-levels/--decision-fallback-level follow
  the other decision fields. The decision log gains bounded level and
  levelPath fields.
- While a quota-aware level-mode Combo exists, an unref'd, import-free
  background timer refreshes the cached quota rows about every five
  minutes through the unforced fetchProviderQuotaReports.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
The JEV section gains a Decision mode selector (route or level). Level
mode shows the stored per-level candidate lists and the effective
fallback level read-only; levels stay editable through the config file,
the CLI and the API. The dashboard sends only decisionMode (null for
route) and never decisionLevels or decisionFallbackLevel, so the server
keeps them across a save; level mode is offered only when levels are
stored. The overview marks level-mode Combos, and the quota checkbox
hint explains that level mode applies quota in the proxy instead of
sending it. New strings are translated in every locale.

Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
- Provider id migrations re-point decisionLevels candidates with the
  targets they name, so a renamed provider no longer leaves a config
  that fails to load.
- The quota warmer now runs every 12 to 15 minutes, serves any
  quota-aware JEV Combo (route mode reads the same rows), and always
  re-arms after a tick, including one that joined a flight from before
  a stop and start. It keeps probing every configured provider: the
  report publish replaces the whole cached row set, so a narrowed
  refresh would erase other providers' rows; this is now documented.
- A stale level candidate (target removed, effort no longer allowed)
  is refused with the CLI fix in the message. The dashboard flags such
  candidates before Save, offers Clear stored levels in route mode, and
  warns before a save that leaves the JEV strategy and drops the levels.
- decisionFallbackLevel is refused without decisionLevels, and a
  management PUT that clears the levels no longer carries it.
- exchangeJevDecision hands prepare only the model and criteria shape.
- A golden fixture recorded from 91cc62a4d pins the route-mode request
  bytes for TypeSafe and self-hosted, with and without quota.
- Docs warn that level descriptions reach the decision service and
  that quota tiers come from the provider's displayed row.

GET /api/combos reports unset optional fields (alias, displayName, defaultEffort,
decision fields) as null, and PUT rejects a null alias, so a partial update that
copied the listing row failed with "alias must be a string". Resend only the
fields that are set; omitted fields keep their stored values.

…any opencodex model (#6364)

Carries #6302 (SeongwoongCho), #6185 (yxr1995-maker) and #6275 (codingbooo) as one maintainer PR. A JEV combo's decision can now come from TypeSafe (the default, with byte-identical requests), from a self-hosted System One-compatible server such as Ollama tev1 (a jev-decision provider row with its own key, private network only when allowPrivateNetwork is set, and environment keys only for the official TypeSafe URL), or from any model opencodex already routes. Every option shares the same timeout, size bounds, allowlist validation and fail-open behavior, and refuses a decision model that points back at itself or at a JEV combo. The decision method is set in the Combos detail panel under Models, alongside a Test probe, discovery and per-backend usage statistics. The CLI and management API expose the same controls.

Maintainer follow-ups fix the open review findings:
- Provider deletion resolves aliased and default-routed decision models.
- The config schema no longer imports the server's model-row parser.
- The decision turn sends the model's lowest declared reasoning effort and ignores a leading think block in the reply.
- decision-test refuses unusable System One rows by name.
- Dashboard selectors are normalized together.
- Documentation, the README anchor, tr/vi wording and the README locale hashes are updated.

Thank you, @SeongwoongCho. This PR was the base of the carry. Its self-hosted System One decision service, dashboard controls and private-network guard landed on dev in #6364, squash-merged as 06cc3815c0, with your Co-authored-by credit. The carry also folded in #6185 and #6275 and added a "decide with any opencodex model" backend. Maintainer review fixes are listed in #6364. Closing in favour of #6364.

One clarification, @SeongwoongCho. The carry includes the self-hosted System One decision service. Following the maintainer plan, it leaves out the parts this branch picked up later from #6348: the remaining-quota signals, the level decision mode, the read-only levels UI and configurable decision wording (4b5c636, 3713cd1, 6742356, 23b9efb, 47581f7, 71ac757, 1a6807a). They are not on dev. If you'd like to keep going with them, please open a new PR on current dev. It would sit on #6364's decision-backend interface, where resolveJevComboDecision and the systemone/model backends now live.
