Summary

Make non-streaming runTools() honor the existing emit = false flag while loading input history.

AbstractChatCompletionRunner deliberately adds initial messages without emitting events. The ChatCompletionRunner override forwarded that flag to the base class but ignored it for content events. A conversation with an earlier assistant reply therefore emitted both the old reply and the new reply as fresh content, even though message events correctly contained only the new response.

Structured assistant history made this worse: a content-part array could reach a listener whose public parameter type is string.

The runtime fix is one condition: emit content only when emit is true. Input history remains in the request and runner state, and newly received assistant replies retain their existing events. This matches the documented content-event contract.

Scope and regressions

  • Two handwritten files only; no generated/upstream code, dependencies, public signatures, or streaming implementation changes.
  • Add public-entrypoint regressions for text history in default and explicit stream: false modes, plus structured content-part history.
  • Check unchanged request history, retained message identity, normal new-response events, and final-result/lifecycle behavior through the existing runner assertions.
  • The existing streaming-error PR fix(streaming): surface server error frames and settle streams past throwing listeners #2502 addresses different files and behavior.

Validation

  • Built-package reproduction before the fix: content received ["Earlier reply", "New reply"] while message received only ["New reply"].
  • Both initial regressions failed before the fix, including the array-valued history case.
  • After coverage tightening: 79 focused runner/stream tests passed.
  • Full CI=true ./scripts/test: 7,012 handwritten tests and 556 generated tests passed; 2 existing generated tests skipped.
  • pnpm exec tsc, pnpm lint, and pnpm build passed.
  • 8 built CommonJS/ESM public runner cases passed on Node 22.0.0, covering both non-streaming forms and both history representations.
  • Completed two adversarial self-review passes for security, compatibility, event ordering, callback argument types, history identity/mutation, and missing regression coverage. Added the explicit non-streaming case and clarified the event JSDoc; no further changes needed.

Reviewed the exact head. Content events now respect the existing emit flag, so input history is retained without being replayed while newly received assistant content still emits. No blocking findings.

## Summary

- Stop adding `content: null` to caller-owned initial chat history.
Assistant input messages may legitimately omit `content` when
`tool_calls` or the legacy `function_call` is present.
- Preserve the original history objects and their serialized fields in
`chat.completions.runTools()` (streaming and non-streaming) and
`chat.completions.stream()`.
- Separate normalization from event suppression with an optional
`normalizeContent` hook parameter that defaults to `true`.
Initial-history insertion explicitly opts out; existing two-argument
hook calls retain their original behavior, including when events are
suppressed. No new state or bypassed subclass hooks is needed.

## Reproduction and regressions

Passing `Object.freeze({ role: 'assistant', tool_calls: [...] })`
followed by its matching tool result currently fails with `Cannot add
property content, object is not extensible` before the first request.
Mutable history is silently changed by inserting a `content: null`
field. The public input type explicitly allows omitted content alongside
tool/function calls.

The 12 public-entrypoint regressions failed on the base revision and
pass with this fix. They cover modern and legacy function-call history,
frozen and mutable messages, actual JSON/SSE responses, serialized
request bodies, caller-object identity, and successful final content. A
separate control preserves normalization of newly emitted replies.

The initial patch coupled normalization to `emit`. Review identified a
protected-hook compatibility regression, reproduced with a subclass that
calls `_addMessage(message, false)`. The final patch separates those
controls. Two additional regressions exercise an existing-style
two-argument override with events enabled and disabled.

## Validation

- Focused history suite: 15 passing tests; all three focused
runner/stream suites: 91 passing tests.
- Complete `CI=true ./scripts/test`: 7,024 handwritten tests and 556
generated tests pass (2 existing generated skips); all 12 generated
snapshots pass.
- `pnpm lint`, `pnpm exec tsc --noEmit` (TypeScript 6), and `pnpm build`
pass.
- TypeScript 4.5.5 and 4.9 compile an emitted-declaration consumer with
a legacy two-argument subclass override and `skipLibCheck: false`;
TypeScript 4.9 also checks distributed source.
- Built CommonJS/ESM checks pass on Node 22.0.0, 24.20.0, and 26.7.0:
100 cases per runtime covering omitted, undefined, null, and empty
content, both call-history shapes, all three entrypoints, immutability,
identity, lifecycle completion, and legacy hook normalization.

## Adversarial self-review and scope

Reviewed and rechecked serialization, caller-object identity,
protected-hook dispatch and defaults, current/legacy history, matching
streaming paths, output normalization, runtime/declaration
compatibility, and regression sensitivity. The compatibility feedback
was reproduced before correction and the full review/validation cycle
repeated. No new parsing, retained state, dependencies, network
destinations, credential handling, or arbitrary limits are introduced.

All three changed paths are handwritten and absent from the pinned
generated snapshot. No generated files, generation metadata, custom-code
budgets, request types, or runtime policy are changed. The added
normalization parameter is optional and defaults to the previous
behavior. This remains independent of openai#2520's separate content-event
replay fix; the replay condition is unchanged here.
